Abstract
Ulaskom u zadnje desetljeće 20. stoljeća dolazi do opće osviještenosti koliko su teški problemi željezničkog prometa. Manje korištenje nekvalitetnog željezničkog prometa uzrokovalo je ogroman porast teških prijevoznih sredstava na prometnicama. Navedeno je dovelo do zagušenja prometnica istovremeno uvelike zagađujući okoliš. Došlo se do zaključka da bi željeznički promet uvelike rasteretio cestovni promet posebno kad se radi o prijevozu na velikim udaljenostima. Drugi problem je bio neprofitabilnost poslovanja budući da su poduzeća bila isključivo u državnom vlasništvu te je osnovni cilj bio omogućiti siguran prijevoz. Iz toga je razloga renovacija željeznica bila nužna te je nužno bilo stvoriti efikasan i konkurentan željeznički sustav. Da bi se postiglo otvaranje tržišta željezničkog prometa bilo je potrebno razdvojiti dva poslovna područja, prijevozništvo od upravljanja infrastrukturom.
Abstract (english)
Entering the last decade of the 20th century there was a general awareness of the problems of railway transport. Namely, poor quality of the railway transport caused a huge increase in heavy transport vehicles on the roads. The above has led to congestion of roads at the same time greatly polluting the environment. It has been concluded that the railway traffic would really help with these problems, especially when it comes to transport over long distances. Another problem was the lack of profitability of the railway companies, as they were solely owned by the state and the main goal was to provide safe transportation. For this reason, the restruction of the railroads and the creation of an efficient and competitive raiway system was necessary. In order to achieve the expansion of the market of the railway transport, it was important to separate the two business areas: the transportation and infrastructure management.
