The aim of this work is present the maritime domain and determine the real rights of the maritime domain. Maritime domain includes internal sea, territorial sea, the seabed and underground, parts of mainland intended for public use, and everything permanently connected to this part of mainland on or under the surface. The maritime domain is governed, maintained and protected by the Republic of Croatia directly or through its counties and districts. In addition to defining the concept of maritime domain, it will be about the boundaries of maritime domain, exploitation and management of maritime domain. Maritime domain is general domain, but there is one exception to the rule – institute of concession. Concessions are issued by public authorities to perform a particular activity and are divided into the concession for special use and the concession for economic use. We will analyze concessions for the most part of this work. In the final part of this work, we will analyze the assessment of the current situation and the reasons for renew of the new Law on Concessions, but also analyze the potential threats of the new Proposal.
