Abstract
Rad prikazuje problem nezaposlenosti u Republici Hrvatskoj, posebice dugotrajne nezaposlenosti koja se ponajviše odnosi na korisnike prava iz sustava socijalne skrbi. U radu će biti riječi o zajamčenoj minimalnoj naknadi kao pravu koje dugotrajno nezaposlenima bez prihoda osigurava zadovoljenje egzistencijalnih potreba, o tome tko na nju ima pravo i kako to pravo može ostvariti. Aktivnom politikom zapošljavanja u Republici Hrvatskoj kroz duži period nastoji se pomoći dugotrajno nezaposlenim osobama pa tako i korisnicima socijalne pomoći te je mjere aktivne politike zapošljavanja potrebno još više usmjeriti na zapošljavanje socijalno isključenih osoba, odnosno onih u najvećem riziku od siromaštva.
Abstract (english)
The paper presents the problem of unemployment in the Republic of Croatia, especially long-term unemployment, which is mostly related to the beneficiaries of social welfare rights. The paper will discuss the guaranteed minimum benefit as a right that ensures long-term unemployment for the unemployed, satisfying their existential needs, who is entitled to it and how they can exercise it. An active employment policy in the Republic of Croatia seeks to assist the long-term unemployed, including social assistance beneficiaries, for a longer period, and the measures of an active employment policy need to focus even more on the employment of socially excluded persons, those at greatest risk of poverty.
