Abstract
Siromaštvo je rašireno među pripadnicima romske nacionalne manjine u Hrvatskoj, ali i u ostatku Europe te predstavlja prepreku u pristupu važnim materijalnim i nematerijalnim resursima. Ne postoji konsenzus oko teoretskih objašnjenja uzroka siromaštva, ali postoji tendencija znanstvene zajednice da uzroke dijele na individualne i strukturalne, ovisno o tome koliko je uzrok pod utjecajem pojedinca, a koliko društvenih kretanja. Povijesno gledano, postoje značajni čimbenici koji su oblikovali socioekonomski položaj Roma u Europi danas. Osim široko rasprostranjenog siromaštva, romsko stanovništvo se nalazi u nepovoljnijem položaju od ostalih i u području obrazovanja, zapošljavanja, stanovanja te zdravlja, a sve je popraćeno visokom razinom predrasuda i diskriminacije. Ovaj rad objašnjava zbog čega se može reći da u slučaju siromaštva Roma prevladavaju strukturalni uzroci te kako rizični čimbenici u svakom aspektu života pridonose stabilnosti siromaštva Roma.
Abstract (english)
Poverty seems to be widespread among the Roma national minority in Croatia, but also in other European countries and becomes and obstacle for accessing important material and immaterial resources. There is no theoretical consensus on explaining the causes of poverty, but there is a tendency among scientists to separate these causes into individual and structural, regarding weather the cause is under the influence of a single person or social trends. Historically speaking, there are significant factors responsible for shaping the socioeconomical position of Roma people in Europe today. Besides widespread poverty, the Roma population encounters difficulties in other areas, such as education, employment, housing and healthcare, all followed by high levels of prejudice and discrimination. This paper explains why it can be said that structural causes of poverty prevail within the Roma community and how various risk factors in every aspect of life contribute towards Roma poverty being stable.
