Abstract
Trgovanje ljudima u 21. stoljeću predstavlja jedan od najvećih problema koji se pojavljuje u svim dijelovima svijeta te pogađa sve skupine ljudi. Svoje korijene ima još u dalekoj prošlosti, a danas je ono poznato kao suvremena inačica ropstva čiji je glavni cilj povreda i oduzimanje ljudskog dostojanstva. U spriječavanju trgovanja ljudima ili barem smanjenju istoga, glavnu ulogu u tome imaju javne politike čije su aktivnosti uvijek usmjerene na rješavanje određenih problema koji se pojavljuju u društvu. Djelovanje i provođenje javnih politika tako je često vođeno zakonima, strategijama ili pak programima koji zatim olakšavaju rješavanje problema u društvu. Javne politike imaju veliku ulogu i u rješavanju problema trgovanja ljudima, iako postoje brojni izazovi s kojima se zatim susreću te s kojima se nije uvijek lako suočiti. Postoje različiti uzroci, oblici i posljedice trgovanja ljudima koje javne politike žele spriječiti i zaustaviti, iako sve veći broj žrtava na tom području ukazuje na drugačije stanje u svijetu.
Abstract (english)
Human trafficking represents one of biggest problems in the 21st century emerging in all parts of the world and affecting all groups of people. It holds its roots in the distant past, and today it is known as a modern version of slavery whose main goal is the laceration and deprivation of human dignity. The main role in, if not preventing, then at least reducing human trafficking, is played by public policies whose activities are always aimed at solving certain problems that arise in society. The action and implementation of public policies is thus often guided by laws, strategies or programs that facilitate the solution of problems in society. Public policies also play a major role in tackling trafficking, although there are a number of challenges that they have to face and and those are not always easy to overcome. There are various causes, forms and consequences of human trafficking that public policies want to prevent and put an end to, although the growing number of victims in this area indicates a different situation in the world.
