Abstract | Europska unija kao međunarodna tvorevina sui geneirs, razvijala se tijekom prošlosti do zajednice kakvu danas poznajemo. Mnogi povijesni događaji prethodili su stvaranju iste, a jedan od najznačajnijih događaja bio je pad Berlinskog zida i završetak Hladnog rata, kada su države članice shvatile da oslanjanje samo na NATO nije najbolje rješenje te je uz prvotni cilj stvaranja ekonomskog tržišta, stvaranje političke zajednice koja će na globalnoj razini djelovati kao dostojan konkurent, sve više dolazilo do izražaja. Do stvaranja takve zajednice uloženi su veliki napori te je moralo proći puno neuspjelih pokušaja da bi konačno imali Europsku uniju kakvu danas poznajemo, sa svim svojim institucijama i pravnim statusom i režimom. S vremenom su države počele surađivati u različitim područjima, gdje je bilo potrebno uspostaviti i institucionalizirati zajedničke politike kojima se Unija bavi. Jedna od najkontroverznijih politika bila je i ostala, zajednička vanjska i sigurnosna politika koja je od samih svojih začetaka nailazila na prijepore uzevši u obzir činjenicu da države članice još od samih početaka nisu bile spremne odreći se, odnosno prenijeti jedan dio svoje suverenosti na institucije Unije. U konačnici, zajednička vanjska i sigurnosna politika se usprkos svim problemima uspjela značajno razviti uspostavljanjem institucija i instrumenata vanjske politike. |
Abstract (english) | The European Union, as an international creation sui geneirs, developed during the past into the community we know today. Many historical events preceded its creation, and one of the most significant events was the fall of the Berlin Wall and the end of the Cold War when the member states realized that relying only on NATO was not the best solution and, in addition to the original goal of creating an economic market, creating a political community that would act as a worthy competitor on a global level, came to the fore more and more. To create such a community, great efforts were made, and many failed attempts had to pass before finally having the European Union as we know it today, with all its institutions, legal status, and regime. Over time, states began to cooperate in different areas, where it was necessary to establish and institutionalize common policies that the Union deals with. One of the most controversial policies was the Common Foreign and Security Policy, which was controversial from its very beginning, taking into account the fact that the member states were not ready from the very beginning to give up and transfer a part of their sovereignty to the institutions of the Union. Lastly, despite all the problems, the Common Foreign and Security Policy managed to develop significantly through the establishment of foreign policy institutions and instruments. |
