Abstract
Socijalne i ekonomske promjene povezane s tranzicijom u postindustrijsko društvo rezultirale su poimanjem starosti kao novog socijalnog rizika. S jedne strane, trendovi starenja populacije i produljenja životnog vijeka utječu na potražnju za uslugama dugotrajne skrbi, a s druge strane sve je manji broj potencijalnih neformalnih njegovatelja, primarno zbog destabilizacije obiteljske strukture i većeg broja žena na tržištu rada. Europska komisija prepoznala je potencijalne implikacije ovakvih trendova na održivost sustava socijalne sigurnosti te je izradom europske strategije za skrb usmjerila države članice EU-27 putem razvoja kvalitetnih i održivih sustava dugotrajne skrbi. Cilj je ovog rada dati pregled ključnih izazova dugotrajne skrbi u Europskoj Uniji. S obzirom na regionalne nejednakosti u pogledu dostupnosti, kvalitete i organizacije sustava te socioekonomskih mogućnosti, potrebno je stvoriti standarde koji će svim građanima pružiti kvalitetnu skrb. Nepovoljne demografske projekcije nameću zaključak da će potražnja za uslugama dugotrajne skrbi u budućnosti rasti, stoga je potrebno kombinirati modele financiranja i pružanja skrbi kako bi se pojačala fleksibilnost sustava, a time i njegova otpornost na utjecaj budućih promjena. Na kraju rada daje se osvrt na problem demencije kao posebnog izazova dugotrajne skrbi te na specifičnosti socijalnog rada u dugotrajnoj skrbi.
Abstract (english)
Social and economic changes connected to the transition into the post-industrial society have resulted in old age being considered a new social risk. Demographic aging and increased life expectancy are increasing the demand for long-term care, while the changes in family structure and women entering the workforce have decreased the number of potential informal carers. The European Commission has recognised the possible implications of these trends on social security sustainability and has thus created the European care strategy. The aim of this paper is to give an overview of the main challenges in long-term care in the European Union. Taking into account the regional disparities in terms of accessibility and quality of services, as well as economic abilities of each Member State, it is neccesary to create common standards that would allow for appropriate care services for all citizens in need. Given the unfavourable demographic projections, it is possible to predict that the demand for long-term care services will only grow in the future, which is why combined models of financing should be developed in order to increase the flexibility of the system and make it more resilient. The paper will also briefly present the effects of dementia on long-term care, as well as the role of social work in creating a hollistic approach.
