Abstract | Izvaninstitucionalne usluge omogućavaju zadržavanje korisnika unutar vlastitog doma. Razvijajući izvaninstitucionalne usluge razvija se i sam proces deinstitucionalizacije koji omogućava praćenje trendova EU-a. U Republici Hrvatskoj donošenjem novog Zakona o socijalne skrbi uvedene su nove socijalne usluge. One omogućavaju bolju kvalitetu i sveobuhvatnu pomoć korisnicima kojima je potrebna. Dobrobiti izvaninstitucionalnih usluga su mnogobrojne poput podrške i pomoći u prevladavanju poteškoća, obiteljskog ugođaja ,osnaživanja korisnika i sl. , a korisnici raznovrsni od raznih osoba u riziku socijalne isključenosti, pa sve do pokretnih starijih osoba koje uz pomoć usluge pomoć u kući ostaju u svojim domovima. Iako Republika Hrvatska brojnim dokumentima naglašava važnost razvoja ovih usluga ujedno većina tih usluga u praksi nisu dostupne korisnicima u potrebi što pokazuje da država ne može odgovoriti na potrebe građana. Socijalna usluga smještaja je i dalje jako institucionalizirana i postoji veliki prostor za napredak u ovom području socijalne politike. Dio usluga mogu pružati samo dodatno educirani stručni radnici što će također utjecati na jednaku dostupnost usluga. |
Abstract (english) | Non-institutional services allow users to stay in their own home. By developing non-institutional services, the process of deinstitutionalization itself is also developing, which enables the monitoring of EU trends. In the Republic of Croatia, with the adoption of the new Social Welfare Act, new social services were introduced. New social services enable higher quality and complete assistance to users who need it. The benefits of non-institutional services are numerous, such as support and help in overcoming difficulties, a family atmosphere, empowerment of users, etc., and the users are diverse from various people at risk of social exclusion, all the way to mobile elderly people who, with the help of home help services, remain in their homes. Although the Republic of Croatia emphasizes the importance of developing these services in numerous documents, at the same time, most of these services are not available to users in need, which shows that the state cannot respond to the needs of citizens. The social housing service is still highly institutionalized and there is great room for progress in this area of social policy. Part of the services can only be provided by additionally educated professional workers, which will also affect the equal availability of services. |
