Abstract
Mirovne operacije kao sredstvo održavanja međunarodnog mira i sigurnosti razvile su se u praksi i zamijenile sustav kolektivne sigurnosti koncipiran Poveljom. Njihova provedba uključuje upotrebu multinacionalnih oružanih snaga pod kontrolom Ujedinjenih naroda. Cilj mirovnih operacija je održavati mir sprječavanjem izbijanja oružanog sukoba ili uspostavljanjem mira. Provode se uz poštovanje tri osnovna načela: suglasnost sukobljenih strana, nepristranost i minimalna upotreba sile. Mirovne operacije uspostavlja Vijeće sigurnosti, a njihovu uspostavu mogu tražiti države članice Ujedinjenih naroda i glavni tajnik. Rad obrađuje postanak i pojam mirovnih operacija, etape razvoja, vrste mirovnih operacija, kao i postupak njihove uspostave. Posljednja poglavlja diplomskog rada sadrže prikaz primjera mirovnih operacija i njihovih mandata iz kojih je moguće vidjeti različitost aktivnosti koje obavljaju pripadnici mirovnih operacija.
Abstract (english)
Peace operations as a means of maintaining international peace and security have developed in practice and replaced the system of collective security conceived by the Charter. Their implementation involves the use of multinational armed forces under the control of the United Nations. Peace operations aim to maintain peace by preventing the outbreak of armed conflict or establishing peace. They are implemented with respect for three basic principles: the consent of the conflicting parties, impartiality, and minimal use of force. The Security Council establishes peace operations and member states of the United Nations and the Secretary – General can request their establishment. The thesis deals with the origin and concept of peace operations, as well as the procedure for their establishment. The last chapters of the thesis contain examples of peace operations and their mandates, from which it is possible to see the diversity of activities performed by members of peace operations.
