This paper discusses appeal as a legal remedy in administrative disputes in the Republic of Croatia. A comprehensive analysis of the process and legal rules related to the appeal leads to the knowledge of the necessary form and content of the appeal, as well as its importance and role in the administrative dispute. The paper initially focuses on the general determinants and characteristics of administrative procedure in the Republic of Croatia and explains the concepts of administrative procedure, administrative matter, administrative dispute and the role of appeal in administrative dispute. Since the administrative procedure is conducted before the administrative bodies and the administrative dispute before the court – initiated by a lawsuit against the administrative body, the purpose of the paper is to clarify the whole process and describe the role of the appeal in it. In many countries, there are different systems of limiting and excluding the right to appeal against first-instance judgments of administrative courts, and for this reason it is useful to give an overview of the specifics of domestic practice in this matter. In this paper, the scope of the right to file a complaint, various criteria of limitation and the role of the bodies that decide on the admissibility of an appeal are examined.
