Javne službe su važan segment javne uprave, s ciljem zadovoljavanja općih i javnih potreba građana. S razvojem tih službi, organizacijski oblici pružanja usluga su evoluirali, pa danas svjedočimo suradnji privatnog i javnog sektora. Iako javna vlast zadržava odgovornost za obavljanje javnih službi, ona odlučuje koje usluge će se pružati, kako će se financirati i na koji način će se obavljati. Putem ugovora o koncesiji, privatni subjekt može preuzeti izvršavanje određene javne usluge na ograničeno vrijeme. Komunalne djelatnosti su posebna kategorija javnih službi jer zadovoljavaju lokalne potrebe građana kroz teritorijalnu samoupravu. U Hrvatskoj, komunalne službe uključuju infrastrukturne djelatnosti koje osiguravaju izgradnju i održavanje komunalne infrastrukture te uslužne djelatnosti za svakodnevni život i rad. Svaka jedinica lokalne samouprave sama određuje način obavljanja komunalnih djelatnosti. Grad Zagreb koristi različite modele, uključujući trgovačka društva, ugovore o koncesiji i povjeravanje djelatnosti, često u suradnji s privatnim sektorom. Zagrebački holding d.o.o., trgovačko društvo u vlasništvu Grada Zagreba, igra ključnu ulogu u pružanju većine komunalnih usluga. Grad se također oslanja na rad Gradskog ureda radi provedbe projekata i nadzora. Kao najveći grad u Hrvatskoj, Zagreb ima financijske kapacitete birati različite modele obavljanja komunalnih djelatnosti. Zakonski okvir omogućava svakoj jedinici lokalne samouprave da odabere model koji najbolje odgovara njenim specifičnim potrebama i osigurava optimalne usluge za stanovnike.
Abstract (english) Public services are an important segment of public administration, with the aim of meeting the general and public needs of citizens. With the development of these services, the organizational forms of service provision have evolved, so today we are witnessing the cooperation of the private and public sectors. Although the public authority retains responsibility for the performance of public services, it decides which services will be provided, how they will be financed and in what manner they will be performed. Through a concession contract, a private entity can take over the performance of a specific public service for a limited time. Communal activities are a special category of public services because they meet the local needs of citizens through territorial self-government. In Croatia, communal services include infrastructural activities that ensure the construction and maintenance of communal infrastructure and service activities for everyday life and work. Each unit of local self-government determines the way of performing communal activities. The City of Zagreb uses various models, including trading companies, concession contracts and outsourcing, often in cooperation with the private sector. Zagrebački holding d.o.o., a trading company owned by the City of Zagreb, plays a key role in the provision of most communal services. The City also relies on the work of the City Office for project implementation and oversight. As the largest city in Croatia, Zagreb has the financial capacity to choose different models of performing communal activities. The legal framework enables each local self-government unit to choose the model that best suits its specific needs and ensures optimal services for residents.
