Abstract
U radu se istražuju naglasci javnog menadžmenta zdravstvenog sustava Republike Hrvatske s ciljem procjene učinkovitosti menadžerskih tehnika. Uvodno se razmatra tradicionalne i moderne pristupe upravljanju, s posebnim naglaskom na novi javni menadžment i neoweberijansku državu. Nastavno se opisuje povijest razvoja i trenutna struktura hrvatskog zdravstvenog sustava, uključujući analizu financiranja, zakonodavne okvire i temeljne vrijednosti na kojima se sustav zasniva. Zaključno se donosi pregled instrumenata javnog menadžmenta u hrvatskom zdravstvu, pri čemu se detaljno analizira različite metode upravljanja, poput upravljanja putem propisa, s naglaskom na izvedbu, kvalitetu i korisnike, te upravljanje putem tržišta i natjecanja. Kroz kvalitativnu analizu dostupnih zakonskih dokumenata, strateških planova i znanstvene literature, kritički se ocjenjuje sadašnje stanje i predlaže moguće pravce razvoja.
Abstract (english)
The paper explores the key aspects of public management within the healthcare system of the Republic of Croatia, aiming to assess the effectiveness of management techniques. It begins by considering traditional and modern approaches to management, with a particular focus on new public management and the neo-Weberian state. The paper then describes the historical development and current structure of the Croatian healthcare system, including an analysis of its financing, legal frameworks, and the core values upon which the system is based. In conclusion, the paper provides an overview of public management tools in Croatian healthcare, offering a detailed analysis of various management methods such as regulation-based management, performance-oriented management, quality and user-focused management, and market-based and competitive management. Using a qualitative analysis of available legal documents, strategic plans, and scientific literature, the paper critically evaluates the current state and suggests potential directions for further development.
