Abstract
Ovaj završni rad obrađuje temu Proračun Europske Unije. Prikazuje nastanak EU proračuna kroz kratak pregled povijesti nastanka Unije te proceduru njegovog ratificiranja i nadzora. Analizira strukturu proračuna kroz prihodovnu i rashodovnu stranu te metode prikupljanja i distribucije sredstava. U sklopu rashoda, govori i o sustavu višegodišnjih financijskih okvira i instrumentu oporavka NextGenEU. Na kraju rad govori o tekućem proračunu za 2024. godinu, nacrtu proračuna za 2025. godinu i položaju RH unutar EU proračuna. Korištene metode istraživanja su analiza znanstvenih radova, članaka, knjiga i dokumenata EU-e. Rad ima cilj objasniti proces donošenja, kontrole i izvršenja EU proračuna te naglasiti što konkretno RH dobiva iz njega.
Abstract (english)
This thesis deals with the topic of the Budget of the European Union. It shows the creation of the EU budget through a brief overview of the history of the creation of the Union and the procedure of its budget’s ratification and supervision. It analyzes the structure of the budget through the revenue and expenditure side and the methods of collection and distribution of funds. As part of expenditures, it also talks about the system of multi-year financial frameworks and the NextGenEU recovery instrument. At the end of the thesis the current budget for 2024 is covered along with the draft budget for 2025 and the position of the Republic of Croatia within the EU budget. The research methods used are the analysis of scientific papers, articles, books and EU documents. The aim of the paper is to explain the process of adoption, control and execution of the EU budget and to emphasize what specifically the Republic of Croatia gets from it.
