Abstract
Zdravstvena djelatnost u Republici Hrvatskoj obavlja se kao djelatnost javne službe jer služi zadovoljavanju osobitog javnog interesa. Organizacija kvalitetnog i učinkovitog zdravstvenog sustava društveni je prioritet. Javna vlast ima značajnu ulogu kako u samoj organizaciji pružanja zdravstvenih usluga tako i u vršenju kontrole nad njihovim obavljanjem. Zbog toga su se u hrvatskom zdravstvenom sustavu izmjenom propisa nastojale provesti razne reforme zdravstvenog sustava u kojima se izmjenjuju i pristupi oblikovanja zdravstvenog sustava od decentralizacije prema centralizaciji, te privatizaciji. Kroz primjer Doma zdravlja Slunj prikazati ću poslovanje i važnost domova zdravlja kao pružatelja primarne zdravstvene zaštite, probleme kojima su opterećeni, te postupak reorganizacije domova zdravlja temeljem najnovijih zakonskih izmjena.
Abstract (english)
The Healthcare activity in the Republic of Croatia is performed as a public service activity because it serves to satisfy a special public interest. The organization of a quality and efficient healthcare system is one of the priorities in a Society. The public authorities play a significant role both in the organization of providing health services and in exercising control over their performance. For this reason, in the Croatian health system, by changing the regulations, various reforms of the health system were tried to be implemented, in which the approaches to the formation of the health system were also changing from decentralization to centralization and privatization. Through the example of the Slunj Health Center, I will show the operations and importance of health centers as providers of primary health care, the problems they are burdened with, and the process of the reorganization of health centers based on the latest legal changes.
