Abstract | Grad je prema zakonu u Republici Hrvatskoj definiran kao jedinica lokalne samouprave u kojoj je sjedište županije, te svako mjesto koje ima više od 10.000 stanovnika, a predstavlja urbanu, povijesnu, prirodnu, gospodarsku i društvenu cjelinu, ali i druga mjesta zbog njihovih posebnih povijesnih, gospodarskih ili geoprometnih razloga. Njime upravlja gradonačelnik kao izvršno tijelo, dok je Gradsko vijeće predstavničko tijelo građana, koje donosi odluke i druge akte sukladno statutu grada. Uz činjenice kako će do 2050. godine čak 70% populacije živjeti u gradovima, zaključuje se kako gradovi moraju postati što održiviji i samodostatni kako bi pružili kvalitetan život svojim građanima. To podrazumijeva prije svega pametnu infrastrukturu te održivo korištenje resursa dostupnih u neposrednom okruženju gradova. Zbog toga je i razvijen koncept „pametan grad“, gdje je cilj pametnim tehnologijama transformirati društvo i podignuti poslovanje lokalne sredine na viši stupanj, te razvoj pametnih gradskih tehnologija i usmjeravanje prema tehnološki naprednoj budućnosti, postaje cilj svake gradske uprave. Da bi se u neki grad uvela određena pametna inovacija, odnosno nekakvo pametno rješenje, potrebno je imati viziju i cilj koji se želi postići sa uvođenjem tog koncepta. Za uvođenje nekakve pametne inovacije, potrebno je prethodno utvrditi koji se to problem sa određenom vizijom ili projektom nastoji riješiti i zašto je ključno rješavanje tog problema. Nakon predstavljanja inovacije kojom se nedvojbeno rješavanja nekakav problem u društvu, zamišljenu ideju potrebno je predstaviti sa definiranim početkom primjene, kome je točno namijenjen, troškove primjene, podršku na koju bi taj projekt mogao naići i sl. Problem koji se nastoji riješiti ponekad je moguće otkloniti samo primjenom nove ideje ili tehnologije u već postojeće poslovne procese, te nije potrebno pretjerivati u samim zamisli rješavanja tog problema, nego se fokusirati na što jednostavnije rješavanje nekakvog problema. Primjenom takve metode razrađena je nova ideja koja se uvodi u postojeći poslovni proces i prikazana je na primjeru „e-butre“, koja je uvedena u gradu Osijeku, a koja olakšava građanima i posjetiteljima grada jednostavnije, brže, lakše i efikasnije korištenje javnim gradskih prijevozom uz online karticu za prijevoz, pomoću pametnog mobilnog uređaja. |
Abstract (english) | According to the law in the Republic of Croatia, a city is defined as a unit of local self-government in which the county is headquartered, and any town with more than 10,000 inhabitants, which represents an urban, historical, natural, economic and social entity, as well as other places due to their special historical, economic or geo-traffic reasons. It is governed by the mayor as an executive body, while the City Council is the representative body of citizens, which makes decisions and other acts in accordance with the city statute. Along with the fact that as much as 70% of the population will live in cities by 2050, it is concluded that cities must become as sustainable and self-sufficient as possible in order to provide a quality life for their citizens. This involves, above all, smart infrastructure and the sustainable use of resources available in the immediate environment of cities. That is why the concept of "smart city" has been developed, where the goal of smart technologies is to transform society and raise the business of the local environment to a higher stage, and the development of smart city technologies and the direction towards a technologically advanced future becomes the goal of every city government. In order to introduce a certain smart innovation in a city, that is, some kind of smart solution, it is necessary to have a vision and a goal that is to be achieved with the introduction of this concept. To introduce some kind of smart innovation, it is necessary to determine first what problem with a particular vision or project is being addressed and why it is crucial to solve it. After presenting an innovation that undoubtedly resolves a problem in a society, a thoughtful idea must be presented with a defined start of implementation, to which it is intended, the costs of implementation, support that the project might encounter, etc. The problem that is being sought can sometimes be eliminated just by applying a new idea or technology to already existing business processes, it is not necessary to overdo the very idea of solving this problem, but to focus on solving a problem as simply as possible. Using this method, a new idea was developed, which is introduced into the existing business process and is presented with the example of "e-butra", introduced in the city of Osijek, which makes it easier, easier, faster and more efficient for public citizens and visitors to use public transport by public transport. with an online shipping card, using a smart mobile device. |
