Through the work we will be introduced to the emergence and development of the idea of bicameralism. The versions of bicameralism were known by the ancient Greeks and Romans, but it was only through the development of Parliament, primarily in England, that political representatives split into two chambers, which is a typical example of bicameralism. In this paper we will describe from what historical and other circumstances the bicameral system originated, what factors led to its emergence and how the bicameral legislative system built political influence in society. We will describe England, the homeland of Parliament and the aristocratic bicameral system, and France and its bicameral development. of the democratic type. We will describe the United States and Switzerland as examples of the bicameral system created in the Confederates, which, due to the transition to the federal model of state organization, have taken over the bicameral system created in the experience of others. Finally, we will describe Croatia, an example of a unitary state which, after independence and transition to a democratic multi-party rule, established a bicameral system, although in history the Croatian Parliament has never been bicameral.
