Abstract
Predmet diplomskog rada je analiza proračuna Europske unije, kako s fiskalnog, tako i s pravnog aspekta. U uvodnom dijelu rada daje se kratak prikaz osnovnih značajki proračuna Europske unije, načela na kojima se temelji te prikaz razlika u odnosu na proračune nacionalnih država. U nastavku se pojašnjava postupak donošenja i upravljanja proračunom te se analizira struktura proračuna kroz skupine prihoda i rashoda, dakle razrađuje se financijski aspekt proračuna. Nadalje, u radu je prikazana važnost donošenja višegodišnjeg financijskog okvira za razdoblje koje slijedi, dakle od 2021. do 2027. godine, posebice s obzirom na nove izazove, kao što su terorizam, veliki priljev izbjeglica, istupanje Ujedinjenog Kraljevstva iz Europske unije, pojava pandemije korona virusa i drugi.
Abstract (english)
The subject of this paper is the analysis of the budget of the European Union, both from fiscal and legal point of view. The introductory part of the paper gives a brief overview of the basic features of the European Union budget, the principles on which it is based and an outline of the differences in relation to national budgets. The procedure for budget adoption and management is explained in the following sections. The structure of the budget is analyzed through revenue and expenditure groups, thus the financial aspect of the budget is elaborated. Furthermore, the paper shows the importance of adopting the Multiannual Financial Framework for the period to come, ie from 2021 to 2027, given new challenges such as terrorism, the large influx of refugees, the withdrawal of the United Kingdom from the European Union, the emergence of the coronavirus pandemic and others.
