State administration emerged and developed as a unified system in Europe between the 15th and 18th century. Over a short period it became an integral component of legal control in European countries. Through democratic reforms, division of power led to the change in the position of the head of state, as well as the relation between legislative and executive power. Order and harmony have been attempted through legal norms. In the 19th and 20th centuries there was a rapid spread of state administration in urban countries and European institutions. Since 1990, state administration in the Republic of Croatia has had its new forms, in accordance with the entire system of government administration. The state laws and Constitution are the most important sources for the organisation of state administration, whose structure, scope and mode of functioning is crucial to the Republic of Croatia. The new state administration is in charge of law enforcement, inspection and administrative control, issuing regulations for the implementation of law, and other administrative and professional affairs, which are carried out by the government bodies. The main purpose of those affairs is maintaining control and organisation of the state to make it function and prosper in its best way. In the Republic of Croatia, state administration covers all the ministries and administrative organisations, central government offices and government administration offices which are established in the counties. The ministries are the most important for the state administration because, in every state, they play a crucial role in the formation and preparation of all the legal and non-legal acts.
