Abstract
Carine su jedan od najstarijih poreznih oblika, a plaćaju se na svu robu koja se uvozi. Carine su dio poreznog sustava države. Postoji više kriterija po kojima se mogu razlikovati carine, pa shodno tome ima više vrsta carina. Carinski sustav ima za cilj provoditi nadzor nad robom koja prolazi carinskim područjem. Za neometano odvijanje trgovine potrebno je regulirati carinski sustav. Nakon ulaska Republike Hrvatske u Europsku uniju, Hrvatska je uvela mnoge promjene u carinski sustav. Hrvatska je morala prilagoditi zakonodavnu regulativu tim promjenama, a najvažnija promjena je ukidanje carina na carinskom području Europske unije. Također, ulaskom u Europsku uniju, Hrvatska je morala napustiti savez CEFTA. U carinskom sustavu Republike Hrvatske najvažniju ulogu ima Carinska uprava koja štiti interese EU putem svojih nadležnosti i obavljanja poslova iz djelokruga. Carinska uprava Republike Hrvatske u svom radu primjenjuje nacionalne, europske i međunarodne carinske norme i praksu.
Abstract (english)
Customs are one of the oldest tax forms, and it's payable on all goods which are imported. Customs are part of every state's tax system. There are several criteria by which customs duties can be distinguished, and accordingly there are several types of customs duties. The customs system aims to control goods passing through the customs territory. For normal functioning of trade, it is necessary to regulate customs system. After the accession of the Republic of Croatia to the European Union, the Republic of Croatia introduced many changes in the customs system. Croatia had to adapt its legislation to these changes, and the most important change is the abolition of customs duties in the customs territory of the European Union. With it's accession to the European Union, Croatia also had to leave CEFTA. In the customs system of the Republic of Croatia, the most important role is played by the Customs Administration, which protects the interests of the EU through its competencies and performance of tasks within its scope. The Customs Administration of the Republic of Croatia applies national, European and international customs standards and practices in its work.
