Abstract
U radu se analizira odnos službenika prema građanima te kakav on mora biti i na koji se način službenici moraju ponašati prema građanima kada građani ostvaruju neko pravo ili se informiraju kako bi nešto ostvarili. Etičko ponašanje državnih službenika regulirano je Zakonom o državnim službenicima i Etičkim kodeksom državnih službenika te posebnim kodeksima i propisima kojima se uređuju pravila ponašanja. Određuje se pojam državnog službenika koji u državnim tijelima kao svoje redovito zanimanje obavlja poslove iz djelokruga tih tijela utvrđene Ustavom, zakonom i drugim propisima donesenim na temelju Ustava i zakona. Dat će se konceptualna definicija etike koja je važan preduvjet učinkovite i djelotvorne javne uprave te važan preduvjet za promicanje etičkog ponašanja koje utječe na odnose s građanima, pravnim osobama i službenicima. Objasnit će se svrha postojanja etičkog kodeksa koji utječe na povjerenje javnosti u rad državnih službenika. Etički kodeks postavlja vrijednosti i standarde ponašanja, smanjuje korupciju te potiče pošteno, profesionalno i odgovorno ponašanje državnih službenika.
Abstract (english)
This thesis provides the analysis of the attitude of civil servants towards citizens, how it should ideally look like and how citizens should be treated while accomplishing their rights or during the informing process. Civil servants' ethical behavior is regulated by way of Civil Service Law, Code of Ethics for Civil Servants and by way of special regulations that contain rules of behavior. The term civil servant is defined as a national authorities' official which administers his/her profession from the specific domain stated by Constitution, the law and other regulations enacted and based on the Constitution and laws. This thesis also provides conceptual definition of ethics which is important precondition for effective and beneficial civil service and promotion of ethical behavior that affects the attitude towards citizens, legal entities and civil servants. The Code of Ethics for Civil Servants affects the public trust in civil servants' work. The Code of Ethics establishes values and standards of behavior, reduces corruption and encourages fair, professional and responsible behavior of civil servants.
