The topic of this paper is the issuance of passes through the e-Pass as a novelty in the public administration system in 2020. Therefore, the guiding principle of this work will be the current coronavirus-caused pandemic and how individual ministries have coped with it, enabling normal work in challenging conditions. The goal is to enable everyone to coexist normally, the so-called "New normal" and the original solution was the introduction of e-Passes, which greatly reduced the pressure of citizens on the relevant ministries. The paper will present the bodies that issued passes, what were the conditions for obtaining them and which had to be met, as well as the reasons for their abolition and the introduction of covid certificates as a new national solution. However, since the beginning of the issuance of covid passports, citizens have been reporting various difficulties in obtaining them, and the key problems have required an immediate response in order to solve the problems as soon as possible. Problems included some patients who received both doses of the vaccine but were not enrolled in the system or seen to be vaccinated, then patients who had COVID-19 less than six months ago and received only one dose of the vaccine and are now unable to receive covid confirmation. Also, patients who overcame COVID-19 and only had a rapid antigen test and not PCR were not recognized and could not get a certificate of illness and patients who were not sent for testing by family doctors according to the instructions of the Headquarters but only registered to be ill of COVID-19 infection based on a positive finding of family members and the same symptoms of the disease. After all this, new problems followed; the vaccination application platform did not work. The data were not connected, transparent and quickly accessible, nor is there a single register of vaccinated and survivors.
