Abstract
Zdravstveni sustav je element u državama blagostanja u koji se pokušava ulagati što je moguće više financijskih resursa kako bi porastao životni standard i kako bi se zdravlje populacije poboljšalo. Zdravstvo je zaista važan element u politici i u javnim rashodima zemalja, ali je ujedno i vrlo kompleksan sustav u kojeg su ljudi uključeni od početka pa do kraja svog životnog ciklusa. Cilj ovog rada je objasniti funkcioniranje zdravstvenog sustava u državama blagostanja, razine zdravstvene skrbi i sve što one donose, kao i mogućnosti i modele financiranja zdravstvenog sustava u državama blagostanja. U praktičnom dijelu rada analizirani su zdravstveni sustavi odabranih zemalja, odnosno Hrvatske, Bugarske i Rumunjske, kao zemalja slabijih financijskih mogućnosti. Izvori prikupljanja podataka za teorijski dio su knjige i znanstveni članci te druga relevantna literatura za teme zdravstvenog sustava i financiranja zdravstva. Za praktični dio rada, korišteni su podaci Europske komisije za sve tri države.
Abstract (english)
The health system is an element in welfare states in which an attempt is made to invest as many financial resources as possible in order to raise the standard of living and to improve the health of the population. Health is a really important element in the politics and public expenditure of countries, but it is also a very complex system in which people are involved from the beginning to the end of their life cycle. The aim of this paper is to explain the functioning of the health system in welfare states, the level of health care and everything they bring, as well as the possibilities and models of financing the health system in welfare states. In the practical part of the paper, the health systems of selected countries, i.e. Croatia, Bulgaria and Romania, as countries with weaker financial opportunities, were analyzed. The sources of data collection for the theoretical part are books and scientific articles, as well as other relevant literature on the topics of the health system and health financing. For the practical part of the work, data from the European Commission were used for all three countries.
