The agency as a model of administrative organization is an indispensable part of modern public administration and management. Agencies are usually characterized as public bodies structurally or even formally differentiated from the central ministry, which permanently perform public affairs at the national level, have employees and are mainly financed from the state budget and, as such, are subject to public law. Accountability of agencies can be ensured by using different forms of control, such as legal control when it comes to monitoring legality. This is, for example, compliance with procedural and material regulations related to the work of the agency, financial control (from the aspect of monitoring the effective use of finances, and political-demographic control related to the mechanism of external supervision when it comes to political and social interests or when it comes to the public and the achievement of set organizational goals. Furthermore, a high-quality health system is focused on providing high-quality and timely services to residents and is characterized by a well-developed financing model, educated employees and health service providers, as well as the development of the infrastructure of not only institutions, but also institutions. Organization of the entire health care system in the territory of the Republic of Croatia refers to a large number of participants, the key of which is the Ministry of Health.
