Public servants constitute the largest group of employees within the system. They are characterized by professionalism, educational level, and permanent employment. Additionally, public servants perform tasks that benefit the communities they serve. Public servants have existed since the inception of society, although not in the form we know today. Historically, they were community leaders and administrators. Public administration was once perceived as both authority and privilege. While the perception of public administration as authority has nearly been eradicated, the view of it as a privilege still exists, though the understanding of public service as a public function now prevails. In the Republic of Croatia, public administration began to develop under Ban Jelačić. It is crucial to have a system governed by laws and regulations so that public servants are aware of their rights and duties. Consequently, a public servant system and corresponding legislation have been developed, consisting of a classification system, a payment system, and a promotion system. In addition to the laws and regulations that govern public services, there are also ethical codes that regulate the rules and values of public servants. Furthermore, it is essential to select public servants who will perform their duties efficiently, for which various methods and criteria exist. Primarily, the goal is to hire the most qualified candidates for the positions they apply for. To achieve this goal, the principle of equal accessibility must be adhered to, which involves announcing public job competitions. Specific parameters are set to determine the qualifications of candidates, and these parameters must be impartial, reliable, and verified.
