Abstract | Sustav javne uprave RH sastoji se od brojnih institucija, ureda i tijela koja su odgovorna za obavljanje javnih poslova i pružanje usluga građanima, poduzećima i drugim subjektima unutar države. Vlada RH u upravljanju sustavom javne uprave koristi ustavne i zakonske ovlasti u smislu oblikovanja politika, predlaganja propisa te nadzora nad izvršenjem javnih poslova. Poseban naglasak stavljen je na mehanizme kontrole i koordinacije unutar sustava javne uprave te na ulogu Vlade RH u osiguravanju učinkovitosti, transparentnosti i odgovornosti javne uprave. Analizom relevantnih pravnih akata i teorijskih koncepata, rad pruža uvid u složenost i dinamiku odnosa između Vlade RH i javne uprave u RH. Ističe se važnost jasnog razumijevanja ovlasti Vlade RH u svjetlu demokratskih načela i potrebe za učinkovitim i odgovornim upravljanjem javnim poslovima. U ovome radu analiziraju se ovlasti Vlade RH koje uključuju predlaganje zakona Hrvatskom saboru, provedbu državne politike, upravljanje javnim financijama, vođenje vanjske politike te osiguravanje nacionalne sigurnosti. Vlada RH također ima ovlasti nadzora nad radom tijela državne uprave u skladu s Ustavom RH. |
Abstract (english) | The system of public administration of the RC consists of numerous institutions, offices, and bodies responsible for performing public tasks and providing services to citizens, businesses, and other entities within the state. The Government of the RC, in managing the public administration system, utilizes its constitutional and legal powers in terms of shaping policies, enacting regulations, and overseeing the execution of public tasks. Special emphasis is placed on mechanisms of control and coordination within the public administration system and on the role of the Government in ensuring efficiency, transparency, and accountability of public administration. Through the analysis of relevant legal acts, practices, and theoretical concepts, the paper provides insight into the complexity and dynamics of the relationship between the Government and public administration in Croatia. The importance of a clear understanding of the Government's powers in light of democratic principles and the need for effective and responsible management of public affairs are highlighted. This paper analyses the powers of the Government of the RC, including the proposal of laws, implementation of state policy, management of public finances, conduct of foreign policy, and ensuring national security. The Government of the RC also has the authority to supervise the work of state administration bodies in accordance with the Constitution of the RC. |
