... More tendencija prema ograničavanju prinude u upravi, tendencija prema informatizaciji. Prema sustavu državne službe govori se o usavršavanju državnih službenika i njihovim edukacijama za što boljim uspjehom. Dijelovi ovoga rada idu prema tome da se uprava mora što više posvetiti prema svakom građaninu. U strategiji je naglašeno da su otvorenost i pristupačnost uprave istaknuti kao ciljevi reforme državne uprave u Republici Hrvatskoj. Kako bi se to ostvarilo postoje smjerovi koji mogu pomoći a neki od tih smjerova su: obrazovanje i stručnost državnih službenika, sustav državnih službenika i strukturne prilagodbe sustava državne uprave. Strategijom se treba stvoriti odnos između uprave i građana da svojim djelovanjem utječe na učinkovitosti usluga uprave. Otvorenost uprave treba podupirati i to u pogledu poboljšanja informiranja javnosti o poslovima kao i stvaranje partnerskog odnosa s javnošću pri određivanju prijedloga i propisa. U ovoj analizi tendencija vidjeti ćemo da proizlaze iz današnjeg stanja svijeta iz situacija koje danas već možemo uočiti na djelu. Promjena u načinu metoda rada i u promjeni očekivanja građana u javnoj upravi dovodi do nove percepcije koja od nadređenosti i vladanja postaje korisni servis koji bi trebao brzo i kvalitetno pružiti usluge građanima. Less Abstract (english) This paper shows what the basic goal of administration in the function of work is, and what administration actually means for citizens, as well as the ways in which a better working relationship with citizens can be achieved. Furthermore, the paper briefly describes each reform that reflects on the past and present. More tendency of the growth of administrative organizations, the tendency of the differention of administrative organizations, the tendency of the professionalization of administration, the tendency of limiting coercion in administration, and the tendency of informatization. Regarding the civil service system, the paper discusses the traning and eduation of civil servants with the aim of becoming more successful at work. Parts of this paper argue that the administration should dedicate itself to each citizen to a greater degree. The strategy emphasizes that openness and accessibility of the administration are highlighted as goals of the state administration reform in the Republic of Croatia. To achieve this, there are guidelines that can help, and some of these include: the education and expertise of officials, the civil service system, and structural adjustments to the state administration system. With this strategy, a relathionship between the administration and citizens should be formed, which would then, through its actions, have an influence on the effectiveness of administrative services. The openness of the administartion should be supported, both in terms of improving public awwareness of its activities and in creating partnerships with the public especially when dealing with new proposals and regulations. Moreover, in this analysis of tendencies, we will see that they stem form the current state of the world nad from situations that can already be observed in everyday life. Changes in the working method and in citizens expections in the field of public administration lead to a new perception, transforming its from a superior and governing entity to a useful service that should provide quick and efficient services to all citizents.
