Abstract Pomoću istraživanja, ključne literature upravne reforme su značajnije institucionalne inovacije u sustavu javne uprave neke zemlje do kojih dolazi najčešće periodično, a obično obuhvaćaju mješavinu strukturnih, funkcionalnih, personalnih i drugih mjera i njima izazvanih promjena. Preduvjeti uspješnosti reformi uključuju političku podršku, potrebne ljudske i materijalne resurse, stalnu institucionalnu podršku formiranjem posebne upravne organizacije za reformu, dovoljno raspoloživog vremena te promišljenu strategiju reforme. Modernizacijskim reformama žele se uvesti mjere za ubrzavanje i veću fleksibilnost cijelog upravnog sustava, s time da one obično utječu i na politički sustav, jer se njima potiče deregulacija, veće uključivanje građana i drugih aktera u društvu u javno upravljanje. Faza europeizacije hrvatske javne uprave započela je 2001. godine. Obuhvaća značajne promjene u središnjoj državnoj upravi, javnim službama (službama od općeg interesa), lokalnoj i regionalnoj samoupravi, službeničkom sustavu, upravnom obrazovanju, općem upravnom pravu te u sustavu pravne zaštite građana. U svim tim područjima razvijaju se značajni europski standardi, koji služe kao oslonac harmonizacije javnih uprava europskih zemalja. Europske standarde razvijaju Europska unija, Vijeće Europe, ali i same europske zemlje međusobnom razmjenom i učenjem. Zaključuje se da među glavnim promjenama u sustavu državne uprave kao najvažnije europeizacijske reforme valja spomenuti agencifikaciju, promjene u službeničkom sustavu usmjerene k profesionalizaciji i depolitizaciji, europeizaciju dobrog dijela sektorskih javnih politika te jačanje otvorenosti i etičnosti uprave. U lokalnoj i regionalnoj samoupravi ide se ka jačanju demokratskog legitimiteta i reorijentaciji teritorijalne samouprave na razvoj. Sve se veća pažnja posvećuje pravu na dobru upravu utemeljenom Poveljom o temeljnim pravima EU. Učinjeni su određeni koraci k razvoju modernog i kvalitetnog, sustavnog obrazovanja za ključno upravno osoblje, kao i početni koraci u razvoju sustava stručnog usavršavanja javnih službenika.
Abstract (english) By research, key research literature reviews of administrative reform are more significant institutional innovations in public administration system of country that is most frequently recurring, typically involving a mix of structural, functional, personal and other measures and the changes they cause. Prerequisites for the success of reforms include political support, the necessary human and material resources, ongoing institutional support through the formation of a special reforming administrative organization, sufficient time and a thoughtful reform strategy. Modernization reforms want to introduce measures to accelerate and increase the flexibility of entire administration system, as they usually affect the political system, as it promotes deregulation, greater involvement of citizens and other actors in society in public governance. The Europeanization phase of the Croatian public administration started in 2001. It covers significant changes in the central government administration, public services (general interest services), local and regional self-government, civil service, administrative education, general administrative law and the legal protection of citizens. Significant European standards are being developed in all these areas, which serve as basis for the harmonization of European public administrations. European standards are being developed by the European Union, the Council of Europe, but also by European countries through mutual exchange and learning. It is concluded that among the major changes in the state administration system as the most important Europeanization reform, mention should be made of the agency, changes in the civil service system aimed at professionalization and depoliticization, the Europeanization of a good part of sectoral public policies, and the strengthening of openness and ethics of administration. In local and regional self-government, it is about strengthening democratic legitimacy and reorientating territorial self-government to development. . More and more attention is devoted to the right of good administration based on the Charter of Fundamental Rights of the EU. Some steps have been taken to develop a modern and quality systematic education for key management staff as well as initial steps in developing a system of professional training for public officials.
