Abstract
Za pravilno razumijevanje značaja, položaja i uloga određene institucije nužno je poznavati njezine korijene i temeljne karakteristike. Institucija pučkog pravobranitelja ustanovljena je u Republici Hrvatskoj 1990. godine. Zahvaljujući svojim temeljnim karakteristikama, institucija pučkog pravobranitelja postala je jednim od značajnih i zanimljivih instrumenata zaštite i promocije ljudskih prava i sloboda s temeljnom zadaćom nadzora rada tijela državne uprave i službenika zaposlenih u tim... More tijelima. Institucija pučkog pravobranitelja ima ovlast ispitivati povrede svih prava građana koje im je izvršavanjem svojih poslova učinila uprava, ali i zaštitu prava djeteta, osoba s invaliditetom i ravnopravnost spolova putem specijaliziranih pučkih pravobranitelja. Kroz analizu pojma, razvojnog puta i temeljnih karakteristika institucije pučkog pravobranitelja, nastojat ću odgovoriti na pitanje zašto je odnosna institucija postala utjecajan čimbenik s područja promocije i zaštite ljudskih prava. Abstract (english)
In order to comprehend the importance, position and role of a particular institution it is necessary to have knowledge of its origin and fundametal features. The institution of ombudsman was established in Croatia in 1990. Owing to its fundametal features the ombudsman institution has become one of the most important and interesting instrument for protection and promoting human rights and freedoms with a fundamental task to control the work of government administration bodies and theit... The ombudsman institution has authority to examine any violation of citizens´rights that the administration might have caused, but also the protection of children´s rights, persons with disabilities and gender equality through specialized ombudsman. Through the analysis of the noiton itself, development and fundametal features i will try to answer the question why the institution has become influential factor in the field of promotion and protection of human rights and freedoms.
