Abstract Tema mog završnog rada je „Razvoj ustavnosti u Francuskoj“, ovu temu sam izabrala zato što smatra da je razvoj ustavnosti u Francuskoj i događaji (revolucija, donošenje Deklaracije, Izjave o pravima čovjeka i građanina, Ustavi, reforme uprave) koji su se dešavali u Francuskoj vrlo važan i temelj modernog razvoja Europe i svijeta. U radu su opisani događaji i situacije, koji su utjecali na razvoj ustavnosti u Francuskoj. Krajem 18. stoljeća Francuska je bila u vrlo nezavidnoj situaciji, financijska kriza, opće nezadovoljstvo stanovništva, posebno trećeg sloja, koji je htio promjene, nezadovoljstvo naroda nije zabrinjavali bogatu francusku društvenu elitu, razlog je Francuske revolucije. Francuska Revolucija je započela napadom naroda i osvajanjem Bastille 14.7.1789. godine., taj se dan obilježava u suvremenoj Francuskoj kao praznik. Deklaraciju odnosno Izjavu o pravima čovjeka i građanina donosi francuska Narodna ustavotvorna skupština 26.8.1789. godine, tom Izjavom su po prvi puta ustanovljena univerzalna ljudska i građanska prava od kojih je potpuna jednakost pred zakonom najvažnija, ta izjava je prva izjava koja se obraća svim ljudima i svim državama, ona je opće prihvaćena, predstavlja osnovu budućeg Francuskog Ustava. Prvi Francuski Ustav je donesen 13.9.1791. godine., bio je to prvi moderni europski ustav, taj ustav čini prekretnicu u razvoju francuske i europske ustavnosti. Ustav počiva na načelu podjele vlasti, na razlici između ustanovljene vlasti i ustavotvorne, na načelu nacionalne suverenosti, na načelu liberalne države i gospodarstva, potvrđuje ravnopravnost građana pred zakonom. U Francuskoj je od 1789. do 1940. godine doneseno više ustava.
Abstract (english) The topic of my final paper is “The development of Constitutionality in France.” This topic is chosen because it is considered that the development of constitutionality in France and events such as The Revolution, The enactment of Declaration, The statement about the rights of a man and a citizen, Constitutions, Reforms of administration that happened in France are very important and that they are the foundation of modern development of Europe and the world. The events and situations that influenced the progress of constitutionality in France are described in this paper. At the end of 18th century, France has been in a very unenviable situation- financial crisis, the general discontent of the inhabitants, especially the third class who wanted a change, and that discontent had not at all worried the rich French social elite, which lead to the French Revolution. The French Revolution started with the attack of people and the conquering of Bastille on 14th of July 1789. In modern France, that day is marked as a holiday. The Declaration that is, the Statement about the rights of a man and a citizen, is brought by the French National Constituent Assembly on 26th of August 1789, and with that Statement, for the first time the universal human and citizen rights have been established. Out of these rights, the most important one is the complete equality in front of the law, and that statement is the first one that speaks to all people and all countries. The statement is generally accepted and represents the basis of the future French Constitution. The first French Constitution was brought on 13th of September 1791, and it was the first modern European Constitution and makes a turning point in the development of French and European constitutionality. The Constitution is based on the principle of division of authority, on the difference between the established authority and constitutional one, on the principle of national sovereignty, liberal state and economy, which confirms the equality of citizens in front of the law. From years 1789 until 1940, many constitutions have been brought in France.
