This paper will encompass the issue of public procurement and clarify the implementation procedures for public procurement in order to reach the client's goal. This entailshe commission of a contracting entity and the execution of the bid of the economic operator for the procurement of goods and services by the contracting entity that are later used to perform professional, efficient, and effective business tasks. The national authorities as contracting, economic entities and bidders have a common goal, and that is to achieve successful cooperation and a feeling of satisfaction. The development of the public procurement system in the Republic of Croatia is dynamic and flexible, which is good, given the complexity of procedures within the public procurement system. In order to achieve the best possible implementation of the procedure it is essentialto respect the basic principles of public procurement, to achieve the best value for money, to improve organizational procedures andpublic procurement management. Moreover, it is necessary to train professionals in order to attain the best possible skills necessary to carry out procedures, to apply and adopt new technologies as soon as possible, as well as the use and adherence of appropriate legal protection to public procurement procedures. Public procurement should be viewed from a point of view where social goals are meet in accordance with thepublic’s needs. When conducting a public procurement procedure it is necessary to look at the overall situation from different angles, but it is also essential, during the whole procedure, to continue to respect the rules of certain legal and legislative provisions of national law and EU law, implemented in national legislation.
