People with disabilities remain a very vulnerable category with many difficulties in finding employment, if they are not employed they do not have economic independence and rely too much on social and other benefits from the state. Also, due to limited mobility and maladaptation of the environment if they are not included in the labor market, their social exclusion and isolation occurs, and in general they have a worse image of themselves. Due to these far-reaching consequences that unemployment of persons with disabilities can cause, it is necessary for the legislator to enable greater equality of persons with disabilities in relation to those without disibilities and provide them equal opportunities to enter the labor market. Lex generalis regarding the employment of persons with disabilities in croatian legal system is the Law on Professional Rehabilitation and Employment of People with Disabilities, which is complemented by number of bylaws about employment quotas policy and incentives which are provided by the state for the lower uneployment rate of person with disabilities.
