Abstract
Ovaj rad istražuje bikameralizam kao oblik parlamentarizma, analizirajući povijesni razvoj, teorijske osnove i praktične izazove. Usporedna analiza bikameralnih sustava u Kanadi, Italiji i Rumunjskoj pokazuje različite modele i njihove funkcionalnosti te pruža uvid u njihove prednosti i nedostatke. Rad se također bavi potencijalnom reformom parlamentarnog sustava u Hrvatskoj, uz poseban osvrt na ukidanje Županijskog doma 2001. godine. Buduća istraživanja trebala bi se usmjeriti na analizu specifičnih potreba Hrvatske i prilagodbu bikameralnog sustava tim uvjetima, uzimajući u obzir povijesne, političke i društvene specifičnosti. Rad naglašava važnost bikameralizma za demokratsko upravljanje, poboljšanje zakonodavnog procesa i potrebu za kontinuiranom prilagodbom sustava kako bi se osigurala njegova učinkovitost i pravednost u suvremenim demokratskim uvjetima.
Abstract (english)
This paper explores bicameralism as a form of parliamentarism, analyzing its historical development, theoretical foundations, and practical challenges. A comparative analysis of bicameral systems in Canada, Italy, and Romania demonstrates different models and their functionalities, providing insights into their advantages and disadvantages. The paper also addresses the potential reform of the parliamentary system in Croatia, particularly regarding the removal of the House of Counties in 2001. Future research should focus on analyzing Croatia's specific needs and adapting the bicameral system to these conditions, taking into account historical, political, and social specificities. The paper emphasizes the importance of bicameralism for democratic governance, the improvement of the legislative process, and the need for continuous system adaptation to ensure its effectiveness and fairness in contemporary democratic conditions.
