Abstract | Ovaj rad istražuje menadžerske reforme javne uprave s ciljem unaprjeđenja rada javne uprave. U radu su analizirani koncept javne uprave, teorije menadžmenta, Novi javni menadžment (NPM) i utjecaj reformi na poboljšanje rada javne uprave. Također su pruženi primjeri uspješnih reformi u Danskoj, Njemačkoj i Ujedinjenom Kraljevstvu. Naglasak je stavljen na ključne korake u implementaciji reformi, procese i instrumente, strategijsko planiranje, benchmarking, upravljanje ljudskim resursima, informatičku tehnologiju te izazove i prepreke tijekom reformi. Kroz provedeno istraživanje, zaključeno je da menadžerske reforme javne uprave imaju potencijal za stvaranje pozitivnih promjena u efikasnosti, učinkovitosti i kvaliteti rada javne uprave. U zaključku se ističe važnost menadžerskih reformi za ostvarivanje javnih interesa te potrebu za snažnim vodstvom, uključivanjem dionika, komunikacijom, obrazovanjem, planiranjem i upravljanjem promjenama. Također se naglašava važnost ljudskih resursa, informatičke tehnologije i ostalih procesa i alata u postizanju učinkovite javne uprave. Sažeto, menadžerske reforme javne uprave pružaju temelj za unaprjeđenje rada javne uprave. Daljnje istraživanje i primjena najboljih praksi bit će ključni za postizanje kontinuiranog napretka u implementaciji tih reformi. |
Abstract (english) | This paper investigates managerial reforms of public administration with the aim of improving the work of public administration. The paper analyzes the concept of public administration, management theories, New Public Management (NPM) and the impact of reforms on improving the work of public administration. Examples of successful reforms in Denmark, Germany and the United Kingdom are also provided. Emphasis is placed on key steps in the implementation of reforms, processes and instruments, strategic planning, benchmarking, human resource management, information technology, and challenges and obstacles during reforms. Through the conducted research, it was concluded that managerial reforms of public administration have the potential to create positive changes in the efficiency, effectiveness and quality of work of public administration. The conclusion highlights the importance of managerial reforms for the realization of public interests and the need for strong leadership, stakeholder involvement, communication, education, planning and change management. It also emphasizes the importance of human resources, information technology and other processes and tools in achieving effective public administration. In summary, managerial reforms of public administration provide a basis for improving the work of public administration. Further research and application of best practices will be key to achieving continued progress in implementing these reforms. |
