Abstract | U ovom radu fokusirat ćemo se na rad, zadatke i suradnju dviju međunarodnih organizacija
Europske unije – EUROPOL-a i EUROJUST-a čije smo aktivnosti kontekstualizirali na područje
Republike Hrvatske, odnosno naglašena je njihova suradnja s hrvatskim institucijama. Kroz rad,
orijentirat ćemo se na konstruiranje međunarodnog subjektiviteta tih organizacija, analizirajući
utemeljenje, aktivnosti i svrhu, ali i međuodnos EUROPOL-a i EUROJUST-a te odnos s drugim
državama i subjektima međunarodnog prava. Rad sadržava i pregled nekih konkretnih operacija i
akcija provedenih samostalno, ali i kroz suradnju.
EUROPOL predstavlja međunarodnu policijsku organizaciju s pravnim subjektivitetom, a
EUROJUST nadnacionalnu ustanovu za poboljšanje pravosudne suradnje u kaznenopravnom
području. Njiihove aktivnosti i ciljevi se isprepliću i nadopunjuju u zajedničkim nastojanima u borbi
protiv organiziranog kriminala. Republika Hrvatska je krajem 2004. godine dovršila sklapanje
sporazuma s EUROPOL-om kojim su predviđene razmjene informacija, a s EUROJUST-om je
potpisan sporazum 2007. godine u Bruxellesu. Tim strateškim i operativnim sporazumima definirana
su područja suradnje, i to razmjena saznanja, stručnog znanja, općih izvještaja, strateških analiza,
saznanja u sprječavanju kriminala kao i sudjelovanje u aktivnostima obuke, savjetovanja i podrške u
individualnim akcijama i pravnim procesima. Hrvatska je ulaskom u EU postala važan faktor u
procesima vezanim za sigurnosni aspekt Balkanske rute, te je sudjelovala u brojim operacijama i
akcijama na razini Europske unije. Suradnjom s EUROPOL-om i EUROJUST-om, osim što su se
otvorila brojna vrata i pitanja vezana uz sigurnosne aktivnosti, konstruirali su se i temelji za
gospodarski rast i razvoj. |
Abstract (english) | Within this paper, we will focus on the work, tasks and cooperation of two international
organizations of the European Union - EUROPOL and EUROJUST, whose activities we have
contextualized in the Republic of Croatia ie their cooperation with Croatian institutions is
emphasized. Through our paper, we will focus on constructing the international subjectivity of
these organizations, analyzing the foundation, activities and purpose, but also the relationship
between EUROPOL and EUROJUST and the relationship with other states and subjects of
international law. The paper also contains an overview of some specific operations and actions
carried out independently, but also through cooperation.
EUROPOL is an international police organization with legal subjectivity, and EUROJUST
is a supranational institution for improving judicial cooperation in criminal matters. Their
activities and goals intertwine and complement each other in joint efforts to fight organized crime.
At the end of 2004, the Republic of Croatia completed the conclusion of an agreement with
EUROPOL which provides for the exchange of information, and an agreement was signed with
EUROJUST in 2007 in Brussels. These strategic and operational agreements define areas of
cooperation, namely the exchange of knowledge, expertise, general reports, strategic analysis,
knowledge in the implementation of crime and participation in training, counseling and support
activities in individual actions and legal processes. By joining the EU, Croatia has become an
important factor in the processes related to the security aspect of the Balkan route, and has
participated in numerous operations and actions at the level of the European Union. Cooperation
with EUROPOL and EUROJUST, in addition to opening a number of doors and issues related to
security activities, also laid the foundations for economic growth and development |
