Abstract | U radu je kroz kratki povijesni presjek prikazana kompleksna temu početaka hrvatske diplomacije. Hrvatski diplomat početnik je imao cijelu paletu danas neobičnih zadaća vanjske politike što je rezultiralo i stvaranjem hrvatske države iz ničega. Ovaj rad je bilo izuzetno zanimljivo pripremati i pisati jer su prvi diplomati bili iznimno odvažni i mentalno snažni, ljudi s puno znanja i iskustva, vrli poznavaoci međunarodnog prava, te pripadaju u dio časne povijesti početaka stasanja hrvatske diplomacije. Stvarali su diplomaciju, a još nisu imali ni priznatu državu. Hrvatska je još bila sastavni dio SFRJ i kako nije postojala međunarodno pravna mogućnost otvaranja hrvatskih diplomatskih predstavništava u inozemstvu, tijekom 1991. godine imenovano je sedam predstavnika i počasnih predstavnika RH u inozemstvu i deset Inozemnih ureda RH.Također, kad bolje razmislimo, njihova ljubav prema domovini je bila nemjerljiva, jer nije se znalo kako će završiti rat i tko će izići iz njega kao pobjednik. Kakva bi bila sudbina prvih diplomata, akademika Rudolfa sa suradnicima Borsanom, Bernašekom, Motiljom i Kandžijom da nismo uspjeli stvoriti državu i izići kao pobjednici iz rata? Njihova veličina i opus bi trebala biti vodilja mnogim današnjim političarima. Stvarali su diplomaciju iz ničega, u inozemstvu nisu imali ni urede, dijelili su uredski prostor s hrvatskim tvrtkama i zaposlenicima u iseljeništvu (predstavnici Ingre, Astre i drugih manjih tvrtki) koji su im uz katoličku crkvu u inozemstvu bili podrška iz koje su crpili dio snage, dok zauzvrat nisu očekivali ništa. Iako nisu očekivali, bio bi red da tome odamo priznanje, te da se sjećamo i budemo zahvalni, jer su to početci stvaranja hrvatske države. Pisanja o početku diplomacije Republike Hrvatske su u ukupnim povijesnim istraživanjima hrvatske diplomacije zapostavljena i neobrađena, moguće iz razloga jer se to razdoblje još ne doživljava kao povijesno, a možda i zato, jer procesi društvene, mentalne i političke tranzicije kod nas još nisu okončani.
Iznimna mi je čast spomenuti akademika Davorina Rudolfa, dugogodišnjeg profesora ovog fakulteta i ove katedre koji je dao nemjerljiv doprinos stvaranju hrvatske države (kao ratni ministar i pregovarač) i koji je dio velike hrvatske povijesti, a dana 3. svibnja, 1991. godine imenovan je trećim ministrom vanjskih poslova Republike Hrvatske (3.5.1991. - 31.7.1991.), u koje vrijeme je istodobno bio i ministrom mora, a za čijeg djelovanja je ministarstvo vanjskih poslova postalo djelotvornije, zaposlili su se stručni ljudi i iz dijaspore, tako da se do kraja lipnja 1991. godine broj ljudi povećao na ukupno 46 zaposlenih, što je mnogo jer je tadašnja diplomacija stvarana od nule. |
Abstract (english) | The graduate thesis presents a complex historical topic of the beginnings of Croatian diplomacy. The novice Croatian diplomat had a whole range of unusual foreign policy tasks today, which resulted in the creation of the Croatian state out of nothing. This paper was extremely interesting to prepare and write because the first diplomats were extremely brave and mentally strong, people with a lot of knowledge and experience, good experts in international law, and belong to the honorable history of the beginnings of Croatian diplomacy.
They were creating diplomacy, and they didn't even have a recognized state yet. Croatia was still an integral part of the SFRY and as there was no international legal possibility of opening Croatian diplomatic missions abroad, in 1991 seven representatives and honorary representatives of the Republic of Croatia abroad and ten Foreign Offices of the Republic of Croatia were appointed. the homeland was immeasurable, for it was not known how the war would end and who would emerge victorious from it. What would have been the fate of the first diplomats, Academician Rudolf and his associates Borsan, Bernašek, Motilj and Kandžija, if we had not managed to create a state and emerge victorious from the war? Their size and opus should be a guide to many politicians today. They created diplomacy out of nothing, they did not even have offices abroad, they shared office space with Croatian companies and employees in the diaspora (representatives of Ingra, Astra and other smaller companies) who supported them along with the Catholic Church abroad. , while in return they expected nothing. Although they did not expect it, it would be right to pay tribute to that, and to remember and be grateful, because these are the beginnings of the creation of the Croatian state. Writings on the beginning of Croatian diplomacy are neglected and unprocessed in the overall historical research of Croatian diplomacy, possibly because this period is not yet perceived as historical, and perhaps because the processes of social, mental and political transition in our country are not over.
I am extremely honored to mention Academician Davorin Rudolf, a longtime professor at this faculty and department who made an immeasurable contribution to the creation of the Croatian state (as war minister and negotiator) and who is part of great Croatian history. the third Minister of Foreign Affairs of the Republic of Croatia (3.5.1991 - 31.7.1991), at which time he was also the Minister of the Sea, and for whose activities the Ministry of Foreign Affairs became more efficient, professional people from the diaspora were employed, so by the end of June 1991, the number of people had increased to a total of 46 employees, which is a lot since diplomacy at the time was created from scratch. |
