Abstract
U današnje vrijeme termoelektrane su veliki onečišćivač okoliša. Kako bi se osiguralo sprječavanje i kontrola onečišćenja okoliša, Direktivom EU o industrijskim emisijama (2010/75/EU) propisani su obvezni uvjeti zaštite okoliša koje određene djelatnosti iz sektora energetike, industrije i gospodarenja otpadom moraju ispunjavati da bi postrojenje u kojem se obavljaju te djelatnosti dobilo dozvolu za rad (okolišnu dozvolu). Ti uvjeti uključuju primjenu najboljih raspoloživih tehnologija (NRT) i drugih mjera usmjerenih na sprječavanje ili, kada to nije izvedivo, smanjivanje emisija onečišćujućih tvari ili energije u zrak, vode i tlo. U ovom radu je analiziran utjecaj termoelektrane-toplane (TE-TO) Zagreb na okoliš, implementirani sustav upravljanja okolišem TE-TO Zagreb, te usklađenost postrojenja s uvjetima definiranim Direktivom o industrijskim emisijama. Na temelju usporedbe emisija onečišćujućih tvari iz TE-TO Zagreb s graničnim vrijednostima emisija propisanih Direktivom, dan je prijedlog mjera za usklađivanje sa zahtjevima Direktive.
Abstract (english)
Abstract: At the present time the thermal power plants are a major polluter of the environment. In order to ensure the prevention and control of environmental pollution, the EU Directive 2010/75/EC on industrial emissions lays down the mandatory environmental requirements that certain activities in the energy industry, industry and waste management must fulfill in order to be granted an operating license (environmental permit). These requirements include the use of best available technologies (BAT) and other measures to prevent or, where that is not practicable, to reduce the emissions of pollutants or energy into the air, water and soil. This paper analyzes the effects of "TE-TO Zagreb" power plant on the environment, the environmental management system implemented by the "TE-TO Zagreb", and plant compliance with conditions defined by Directive 2010/75/EC. Based on a comparison of pollutant emissions from "TE-TO Zagreb" with the emission limit values laid down in the Directive, the measures that may be taken to comply with the requirements of the Directive have been proposed.
