Abstract U ovom završnom radu analizira se Direktiva Europske unije o industrijskim emisijama koja je sljednik Direktive o cjelovitom sprečavanju i nadzoru onečišćenja (IPPC). Direktiva o industrijskim emisijama ili Direktiva 2010/75/EU Europskog parlamenta i Vijeća o industrijskim emisijama glavni je instrument kojim Europska unija kontrolira i regulira emisije onečišćenja i štetnih tvari iz industrijskih postrojenja. Cilj ove direktive je čim više smanjiti industrijske emisije diljem Europske unije. Temelji se na prijedlogu komisije da se pojednostavi režim IPPC direktivei da se spoje prethodne direktive u jednu kako bi se olakšalo njihovo implementiranje. Novom direktivom zamjenjuju se, ali i postrožuju brojni postojeći propisi za razlikuju od postojećih. Jedan
od instrumenta nove Direktive su tzv. okolišne dozvole. Okolišne dozvole se izdaju za neka postrojenja u kojima će se ili se planiraju nakon nadogradnje ili izgradnje, odnosno obnove postrojenja obavljati djelatnosti kojima bi se mogle prouzročiti emisije kojima bi se onečišćivalo tlo, zrak, more i/ili voda. U radu su također analizirani podaci iz Registra onečišćivača Republike
Hrvatske (RORH), baze podataka koja sadrži identifikacijske, administrativne i prostorne podatke o industrijskim točkastim izvorima propisanim od strane Europske unije o industrijskim onečišćenjima. Sadašnji sustav je još uvijek daleko od zadovoljavajućeg što možemo primijetiti kada gledamo podatke o onečišćenju. Prvenstveno bi se trebalo usredotočiti na modernizaciju sustava. Analizirajući dostupnu literaturu utvrđeno je da postoji veliki problem onečišćenja okoliša industrijskim emisijama u Europskoj uniji. Ovim radom ukazuje se na postojeće stanje i na zakonsku regulativu Europske unije koja služi kao smjernica svim državama na koji način i s kojim mjerama utjecati na smanjenje štetnih emisija u okoliš, zrak, vodu i zemlju. Kako bi dugoročno osigurali skladan suživot s prirodom nužno je permanentno planirati i provoditi mjere poboljšanja uvjeta života uz smanjenje štetnih emisija i uz a održavanje iste razine industrijske proizvodnje.
Abstract (english) This final paper analyses the European Union Directive on Industrial Emissions, which is the successor to the Integrated Pollution Prevention and Control (IPPC) Directive. The Industrial Emissions Directive or Directive 2010/75 / EU of the European Parliament and of the Council on industrial emissions is the main instrument by which the European Union controls and regulates emissions of pollutants and harmful substances from industrial plants. The aim of this Directive is
to reduce industrial emissions across the European Union as much as possible. It is based on the Commission's proposal to simplify the regime of the IPPC Directive and to merge the previous directives into one, in order to facilitate their implementation. The new Directive replaces, but also tightens, various existing regulations. One of the instruments of the new Directive are the so-called environmental permits. Environmental permits are issued for some installations in which, or as planned after upgrading or construction, or reconstruction of installations, the activities could cause emissions that would pollute soil, air, sea and/or water. The paper also analyses the data from the Pollutant Register of the Republic of Croatia, a database that contains identification, administrative and spatial data on industrial point sources prescribed by the European Union on industrial pollution. The current system is still far from satisfactory which is evident from the data on pollution. The primary focus should be on modernizing the system. By analysing available literature, it was found that there is a major problem of environmental pollution by industrial emissions in the European Union. This paper points out to the current situation and the legislation of the European Union, which serves as a guideline for all countries as to the method and measures that would lead to reduction of harmful emissions into the environment, air, water and land. In order to ensure harmonious coexistence with nature in the long run, it is necessary to permanently plan and implement measures to improve living conditions while reducing harmful emissions, and at the same time maintaining equivalent level of industrial production.
