Abstract Ovaj se rad bavi demografskom mjerom bivšeg gradonačelnika grada Zagreba Milana Bandića pod nazivom roditelj odgojitelj. Predloženu mjeru mogu samoinicijativno zatražiti roditelji koji imaju troje ili više djece, a koji su nezaposleni. Cilj je donesene mjere smanjiti broj upisane djece u vrtiće grada Zagreba te pružiti roditeljima mogućnost za zapošljavanjem, odnosno primanjem novčane pomoći. Također, roditelje se motivira da imaju više djece, čime se utječe na pozitivnu demografsku sliku. Međutim, uz pozitivne se faktore pojavljuju i oni negativni. Upravo je svrha rada ukazati na određene nedostatke donesene mjere, a koji direktno utječu na cjelovit razvoj djece u obiteljima u kojima roditelji koriste status roditelja odgojitelja. Preuzimanjem statusa roditelja odgojitelja, djeca ne dobivaju jednake mogućnosti odgoja i obrazovanja kao njihovi vršnjaci. Elementi koji će se obuhvatiti ovim radom usmjereni su na: podršku roditeljima odgojiteljima, kršenje dječjih prava, manjak odgojno-obrazovnih usluga za djecu roditelja odgojitelja i ostali. Nedostatak podrške roditeljima odgojiteljima može se detektirati kao element koji uvelike utječe na cjelokupno provođenje demografske mjere, odnosno na osiguravanje kvalitete življenja i odrastanja djece u takvim obiteljima. U radu su prikazani zakonski i pravni dokumenti kojima se reguliraju prava djece te dobrobiti ranog i predškolskog odgoja i obrazovanja. Uz domaću zakonsku regulativu, u radu se prikazuju i strategije kojima su države poput Švicarske, Austrije i Poljske regulirale odluku roditelja za obrazovanje djeteta kod kuće, takozvani homeschooling. Osim zakonskih regulativa, značajna su i istraživanja koja se bave važnosti odgojno-obrazovnih programa. Upravo su istraživanja značajno pridonijela pisanju rada jer naglašavaju nedostatke u cjelovitom djetetovu razvoju koji mogu nastati uskraćivanjem boravka u ustanovama za rani i predškolski odgoj. Osim segmenta obrazovanja, rad naglašava i socijalni status, odnosno siromaštvo i zanemarivanje kao otežavajući čimbenik odrastanja djece čiji roditelji koriste status roditelj odgojitelj. Također, u radu se spominje i dodjeljivanje naziva odgojitelj roditeljima odgojiteljima, čime se propituje uloga odgojitelja i njihov rad u odgojno-obrazovnim ustanovama.
Abstract (english) This paper talks about the demographic measure of the former mayor of the city of Zagreb, Milan Bandić, called parent-educator. The proposed measure can be requested on their own initiative by parents who have three or more children and are unemployed. The adopted measure tends to reduce the number of children enrolled in kindergartens in the city of Zagreb and to provide opportunities for parents to find employment or receive financial assistance. Also, parents are motivated to have more children what affects the positive demographic picture. However, in addition to the positive factors, there are also the negative ones. The purpose of this paper is to point out and point out certain shortcomings of the adopted measure, which directly affect the overall development of children in families in which parents use the status of parents of educators. By taking on the status of educator's parents, children do not receive the same opportunities for upbringing and education as their peers. The elements that will be included in this work are focused on: support for parents, educators, violation of children 's rights, lack of educational services for children of parents and others. The lack of support for parents and educators can be detected as an element that significantly affects the overall implementation of the demographic measure, ensuring the quality of life and growth of children in such families. The paper presents legal documents that regulate the rights of children and the benefits of early and preschool education. In addition to domestic legislation, the paper provides an overview of the strategies by which countries such as Switzerland, Austria and Poland have regulated the decision of parents to educate their children at home, also called home schooling. In addition to legal regulations, research dealing with the importance of educational programs is also important. It is research that has significantly contributed to the writing of the paper because it highlights the shortcomings in the overall development of the child that can arise from the denial of stay in institutions for early and preschool education. In addition to the education segment, the paper emphasizes social status, poverty and neglect as an aggravating factor in the growth of children whose parents use the status of parent-educator. The paper also mentions the assignment of the title of educator to parents and educators, which questions the role of educators and their work in educational institutions.
