Abstract | Participativno budžetiranje je proces donošenja odluka u kojoj građani odlučuju kako rasporediti dio javnih proračunskih sredstava. Prvi oblik participativnog budžetiranja je uveden u gradu Porto Alegre u Brazilu, te se od tuda počeo širiti po cijelom svijetu. Proces PB nema određeni, „najbolji“ model, koji se primjenjuje na svaku lokalnu jedinicu već se prilagođava i mijenja prema potrebama zajednice. Svrha ovog procesa je da građani raspravljaju, argumentiraju, te da imaju osjećaj kako stvarno utječu na promjene u lokalnoj jedinici i na što se troši njihov novac. Jedan od najpoznatijih modela participativnog budžetiranja koji se koristi u Europi je model „Porto Alegre prilagođen Europi“. PB je specifičan za manje sredine, a od većih zajednica koje ga primjenjuju istaknut je grad Pariz, dok su tu još i: Berlin, Köln, Sevilla, Sopot, Gdanjsk, Bratislava i dr. U Hrvatskoj do uvođenja procesa participativnog budžetiranja tijela lokalnih samouprava su potpuno samostalno donosila i koristila proračune, dok građani nisu bili toliko uključeni u tom procesu. Prvi grad u Hrvatskoj koji je započeo s uvođenjem participativnog budžetiranja je grad Pazin. I danas taj grad prednjači u provođenju ovog procesa. Pridružio mu se velik broj drugih gradova u Hrvatskoj, poput Pule, Rijeke, Siska, Slavonskog Broda, Labina, Malog Lošinja, Trogira, Dubrovnika i dr. Vezano za uvođenje procesa participativnog budžetiranja u Dubrovniku, provedeni su neki pilot projekti unutar osnovnih škola, no nažalost provedba je zaustavljena uslijed pandemije COVID-19 koja je poremetila planove za brojne razvojne projekte. Poboljšanjem situacije nastavit će se s projektima, te se može očekivati da će građani Dubrovnika sve više i intenzivnije sudjelovati u donošenju proračuna za svoj Grad. |
Abstract (english) | Participatory budgeting is a decision-making process in which citizens decide how to allocate a portion of public budget funds. The first form of participatory budgeting was introduced in the city of Porto Alegre in Brazil, and from there began to spread around the world. The PB process does not have a specific, “best” model, which is applied to each local unit, but is adapted and changed according to the needs of the community. The purpose of this process is for citizens to discuss, argue, and to have a sense of how they are really influencing changes in the local unit and what their money is being spent on.
One of the most well-known participatory budgeting models used in Europe is the "Europe-adapted Porto Alegre" model. PB is specific for smaller communities, but from the larger community that applies it is the city of Paris, and also from other larger communities these are: Berlin, Köln, Seville, Sopot, Gdansk, Bratislava and others. In Croatia, until the introduction of the participatory budgeting process, local governments adopted and used budgets completely independently, while citizens were not so involved in the process. The first city in Croatia started introducing participatory budgeting is the city of Pazin. Even today, the city is at the forefront of this process. He was joined by a large number of other cities in Croatia, such as Pula, Rijeka, Sisak, Slavonski Brod, Labin, Mali Lošinj, Trogir, Dubrovnik and others. Regarding the introduction of the participatory budgeting process in Dubrovnik, some pilot projects have been implemented within primary schools, but unfortunately implementation has been halted due to the COVID-19 pandemic, which disrupted plans for a number of development projects. With the improvement of the situation, the projects will continue, and it can be expected that the citizens of Dubrovnik will participate more and more intensively in the adoption of the budget for their city. |
