Abstract Trgovinska politika predstavlja jednu od temeljnih politika Europske unije koja uređuje bilateralne odnose Unije s drugim zemljama i multilateralnim organizacijama. Osnovna namjera trgovinske politike određena je Ugovorom o Europskoj zajednici, a obuhvaća razvoj globalne trgovine, vremensko otklanjanje ograničenja međunarodnoj trgovini te minimiziranje carinskih ograničenja. U primarne instrumente provedbe trgovinske politike Europske unije ulaze: zajednička vanjska carina, instrumenti zaštite trgovine odnosno antidamping, politika protiv subvencija/zaštitne mjere i Uredba o trgovinskim preprekama. U segmentu trgovinske politike, Europska unija razvija instrumente pristupa tržištima drugih zemalja, prije svega pomoću utvrđivanja trgovinskih prepreka i načina njihova uklanjanja kao i razvojem „specijalnih odnosa“, odnosno preferencijalnih ugovora i uporabe dopuštenih izuzeća u poštivanju pravila najpovlaštenije države u segmentu Svjetske trgovinske organizacije (WTO). Europska unija ima razvijene trgovinske odnose s raznim skupinama država kao što su zemlje Europskog ekonomskog prostora, mediteranske zemlje, afričke, države jugoistočne Europe i dr. Isto tako, segment trgovinske politike Europske unije je i sudjelovanje u pregovorima na temelju Svjetske trgovinske organizacije pomoću čega pokušava osnažiti svoj ekonomski utjecaj diljem svijeta. Na temelju trgovinske politike donošenje novih mjera predlaže Europska komisija, a usvaja ih Vijeće Europske unije putem kvalificirane većine ili na osnovu jednoglasnosti
Abstract (english) Trade policy is one of the fundamental policies of the European Union, which governs bilateral relations of the Union with other countries and multilateral organizations. The basic intention of the trade policy is defined by the Treaty on European Union, and includes the development of global trade, the elimination of time restrictions to international trade and minimizes customs restrictions. The primary instruments of implementation of the trade policy of the European Union include: a common external customs, trade defense instruments or anti-dumping, anti-subsidy policy / protective measures and regulation of trade barriers. In the area of trade policy, the European Union is developing instruments of access to the markets of other countries, primarily by establishing trade barriers and ways of their removal as well as the development of "special relationships" or preferential contracts and the use of permissible exceptions to rules of most favored country in the area of the World Trade Organization (WTO). The European Union has developed trade relations with various groups of countries such as the countries of the European Economic Area, Mediterranean countries, African, countries of South Eastern Europe and others. Also, a segment of the commercial policy of the European Union's participation in negotiations under the World Trade Organization by which attempts strengthen its economic influence around the world. On the basis of trade policy the adoption of new measures is proposed by the European Commission, and approved by the Council of the European Union by a qualified majority or on the basis of unanimity.
