Abstract Javna nabava definira se kao skup postupaka i pravila kojih bi se trebali pridržavati svi naručitelji roba, radova i usluga, a koji samostalno ne stječu financijska sredstva već koriste javna sredstva, odnosno, neposredni su ili posredni korisnici državnog ili lokalnog proračuna. Stoga, sustav javne nabave mora osigurati ekonomične i učinkovite postupke te racionalno i transparentno trošenje novca poreznih obveznika. Pravila postupaka javne nabave državama omogućuju da jednako pravno ulaze u tržišne odnose i na taj način potiču elemente društvenog razvoja. Postupci i pravila reguliraju se na način da se u što većoj mjeri osigurava njihova javna prepoznatljivost i pristupačnost svim zainteresiranim stranama, te istovremeno postigne najširi društveni nadzor nad potrošnjom javnih sredstava. Javna nabava važan je segment svakog gospodarstva. Upravljanje javnom nabavom radi nabave roba, radova i usluga u Republici Hrvatskoj (dalje RH), te pravna zaštita regulirani su Zakonom o javnoj nabavi (NN 90/11, 83/13, 143/130. 13/14.).
Okvirni sporazum u principu jeste sporazum između jednog ili više naručitelja i jednog ili više gospodarskih subjekata, a svrha mu je utvrditi uvjete pod kojima se sklapaju ugovori tijekom određenog razdoblja, posebice se to odnosti na pitanja u pogledu cijene te, prema potrebi, predviđenih količina robe ili usluga.
Abstract (english) Public procurement is defined as a set of procedures and rules which should be respected by all entities of goods, works and services, but that alone does not acquire financial resources are already using public funds, that is, the direct or indirect users of the state or local budget. Therefore, the public procurement system must provide cost-effective and efficient processes and rational and transparent spending of taxpayers' money. The rules of public procurement procedures states that allow same legally enter the market relations and thus encourage elements of social development. The procedures and rules governing the way to get as much as possible ensures their public visibility and accessibility to all interested parties, and at the same time achieve the broadest social control over the spending of public funds. Public procurement is an important segment of any economy. Management of public procurement in order to purchase goods, works and services in the Republic of Croatia (hereinafter Croatia), and legal protection are regulated by the Public Procurement Act (Official Gazette 90/11, 83/13, 143/130, 13/14.).
The framework agreement in principle is an agreement between one or more contracting authorities and one or more economic operators, and its purpose is to determine the conditions under which contracts are awarded during a given period, in particular it goes the questions in terms of cost and, is optionally, provided amount goods or services.
