Abstract | Javna nabava sve više zauzima stratešku funkciju. Sustav javne nabave mora osigurati
ekonomične i učinkovite postupke, te racionalno trošenje novca poreznih obveznika, za
postizanje ciljeva slobodnog tržišta i osiguranje uvjeta tržišnog natjecanja, a na način da se za
utrošena javna sredstva, dobije najbolji mogući gospodarski učinak uz najpovoljniju ponudu i
uz najprihvatljiviju cijenu. Često se promatra kao institut podložan korupciji i sukobu
interesa, zbog čega je izložena negativnim kritikama od strane graana, gospodarskih
subjekata i medija. Republika Hrvatska provela je čitav niz promjena zakona i propisa u svrhu
usklađivanja zakonodavstva u području javne nabave, ali je nedovoljno učinjeno u jačanju
administrativnih kapaciteta, jacanju suradnje meu institucijama, kvaliteti planiranja nabave,
jačanju suradnje naručitelja i gospodarskih subjekata, edukciji naručitelja i gospodarskih
subjekata. Isto se odražava na neracionalno i neekonomično planiranje i trošenje javnih
sredstava, izbjegavanje primjene instituta javne nabave i ucestale izmjene zakona.
Postupci nabava Investicijskog projekta Školsko - gradska sportska dvorana u Pazinu uredno
su provedeni, s gledišta poštivanja provedbenih propisa u području javne nabave. Međutim,
investicija nije bila u potpunosti pripremljena s gledišta racionalnog i ekonomičnog
postupanja od izrade projektne dokumentacije, utvrivanja ciljeva, ekonomske i financijske
isplativosti, te planiranja nabave. Problemi u gospodarstvu Republike Hrvatske (visoka
nezaposlenost, pad proizvodnje, smanjivanje plaća, stagnacija izvoza, visok vanjski dug)
odražavaju se na svim razinama vlasti te učestalim ulaganjem javnog sektora u nove projekte,
a da istovremeno ne dolazi do proporcionalnog porasta novih radnih mjesta, odnosno
povećanja proizvodnih kapaciteta, investicije postaju neodržive. Cilj ekonomske politike je
povećanje broja radnih mjesta, proizvodnje i povećanje plaća, kako bi se lakše otplatila
investicijska ulaganja. |
Abstract (english) | Public procurement is increasingly occupying a strategic function. The public procurement
system must ensure cost-effective and efficient procedures, as well as the rational use of
taxpayers' money, to achieve the objectives of the free market and ensure conditions of
competition, in such a way that public funds are spent to achieve the best possible economic
impact with the best offer and with the most acceptable price. Procurement in the public
sector is often perceived as liable to corruption and conflict of interest, and is often exposed to
negative criticism by the citizens, economic entities and the media. Republic of Croatia has
made a series of changes in its legislation in order to achieve harmonization in the sector of
public procurement. Insufficient efforts have been put into strengthening administrative
capacities, strengthening cooperation between institutions, quality of procurement planning,
strengthening of cooperation between clients and economic entities and education of clients
and economic entities. The same is reflected in irrational and uneconomical planning and
spending of public funds, avoidance of application of public procurement, and frequent
changes in the laws.
Procurement procedures on the Investment project of School-city gym in Pazin have been
carried out properly, in terms of implementing regulations in the field of public procurement.
However, the investment was not fully prepared in terms of rational and economical treatment
in preparation of project documentation, definition of objectives, economic and financial
feasibility and procurement planning. In the Republic of Croatia, the biggest problems today
are created by high unemployment, decline in production, reduction of wages, stagnation of
exports and high external debt. The same is reflected in regional and local levels, as well as in
frequent investment of the public sector in new projects that do not simultaneously produce a
proportional increase in the number of jobs or productive capacity, thus making the
investment unsustainable. The goal of economic policy is to increase the number of jobs,
production and wages, in order to pay off the investments more easily. |
