Abstract Digitalizacija u platnim sustavima donosi nam nove oblike plaćanja, a Europska središnja banka razmatra uvođenje digitalnog eura kako bi bila konkurentnija i spremno dočekala značajnije smanjenje upotrebe gotovine. No, digitalni euro ne bi bio zamjena za gotovinu, već njezina dopuna. Kako bi odgovorila na razne izazove kod uvođenja novog oblika novca, ECB mora pažljivo razmotriti potencijalna rješenja. Navodi se mogućnost centralizirane i decentralizirane infrastrukture te mrežna i izvanmrežna uporaba. Digitalni euro treba biti dizajniran na način da je pouzdano, brzo i sigurno sredstvo plaćanja, bez dodatnih troškova za klijente pri samom korištenju. Pritom se mora voditi računa da ne dođe do negativnih implikacija na bankarski sektor i financijsku stabilnost europodručja. Kao glavna prednost digitalnog eura ističe se poticanje digitalizacije i dostupnost u ekstremnim situacijama, dok je zabrinjavajuća činjenica da bi novi oblik novca karakterizirao potpuni izostanak privatnosti transakcija i prevelika kontrola od strane središnje banke. Europljani imaju pozitivan stav oko uvođenja digitalnog eura, no također ukazuju na njegove nedostatke.
Abstract (english) The digitization payment systems brings us new modes of payments, and the European Central Bank is considering the introduction of the digital euro to increase competitiveness and promptly respond to a significant decreases in the use of cash. Yet, the digital euro would not be a substitute for cash, but a complement to it. In order to respond to the various challenges posed by the introduction of a new money format, the ECB must carefully consider potential solutions. Therefore, the possibility of centralized and decentralized infrastructure and online and offline use is being considered. The digital euro should be designed in such a way to be a reliable, fast and secure means of payment, without additional costs for use. At the same time, has to offset potential negative implications for the banking sector and the financial stability of the euro area. The main advantage of the digital euro is the encouragement of digitalisation and availability in adverse circumstances, while drawbacks relate to the fact that this new money format lacks full transaction privacy whilst being subject to stringent central bank control. Europeans have a positive attitude toward the introduction of the digital euro, but are also aware of its shortcomings.
