This research includes the role and significance of European policy on international trade in maritime affairs. The role and significance of international trade in the economic life of the country is reflected in the supply of the country's economy to products that it can not produce or does not produce in quantities sufficient to meet domestic consumption; in contributing to world division of labor, hence reducing production costs; in enabling competition between buyers and manufacturers, preventing the creation of monopoly and over-pricing changes in commodity prices and facilitating the export of capital. The European Union seeks to promote multilateral agreements, but there is more representation of bilateral agreements that regulate this issue. Maritime transport has recently become dominant due to its financial advantage as well as the ability to transport large quantities of different freight in one run. This makes it very attractive and more important in the decisions of many countries regarding the transport of goods between distant destinations. Transport and maritime affairs are one of the cornerstones of the economic aspect of development, so the development and monitoring of the EU's transport and maritime policy guidelines is a priority in defining both national transport policies and national maritime policy as well as the development strategy of individual transport sectors. The strong transport niches represent the seaports of which Hamburg, Rotterdam and Antwerp are among the 20 largest container ports.
