Abstract U Republici Hrvatskoj sustavi javne vodoopskrbe su u nadležnosti lokalne ili regionalne samouprave, što ih svrstava u javni sektor. Razvoj vodoopskrbe i pristupa pitkoj vodi je goruće pitanje današnjice zbog neproporcionalne stope rasta svjetskog stanovništva u usporedbi sa stopom razvoja vodoopskrbnih sustava. Na stanje vodoopskrbnog sustava utječe rastuća urbanizacija, zagađenje okoliša i klimatske promjene. Uvođenje koncepta novog javnog menadžmenta, koji bi, kao kontinuirani proces promjena u načinu upravljanja unutar javnog sektora, povećao djelotvornost i učinkovitost u poslovanju, moglo bi poboljšati trenutno stanje vodoopskrbe. Povećanje djelotvornosti i učinkovitosti dovelo bi i do racionalnijeg korištenja resursa, što bi pozitivno utjecalo na razvoj javne infrastrukture i na ostvarivanje ciljeva održivog poslovanja. U svrhu rješavanja problema održivosti vodnih resursa potrebno je analizirati u kojoj mjeri se ispunjavaju UN-ovi ciljevi održivog razvoja u vodoopskrbnim sustavima i na koji način optimizacija javnog vodoopskrbnog sustava može utjecati na održivost vodnih resursa za buduće generacije. Republika Hrvatska ima jasno definirane zakonske odredbe koje se odnose na upravljanje vodnim resursima, kao i razvijenu strategiju upravljanja vodama. Međutim, kako je upravljanje vodnim resursima u Republici Hrvatskoj u nadležnosti Hrvatskih voda, krovne pravne osobe za upravljanje vodama u RH, a vodoopskrbni sustavi su u nadležnosti lokalnih ili regionalnih samouprava, strategija upravljanja vodama ne provodi se jednako pri svim vodoopskrbnim poduzećima, što potvrđuje izostanak unifikacije u formiranju poslovnih izvještaja, kao i činjenicu da izvještavanje o stanju vodoopskrbnih sustava nije zakonski obavezno. U svrhu optimizacije vodoopskrbnih sustava, u radu je predložen model koji obuhvaća interne i eksterne faktore te temeljite promjene koje bi dovele do uspostave koncepta održivog poslovanja u upravljanju vodoopskrbnim sustavima.
Abstract (english) In the Republic of Croatia, public water supply systems are under the jurisdiction of local or regional self-government, which classifies them in the public sector. The development of water supply and access to drinking water is a pressing issue today due to the disproportionate growth rate of the world's population compared to the rate of development of water supply systems. Water supply system is affected by growing urbanization, environmental pollution and climate change. By introducing the concept of new public management, which, as a continuous process of changes in the way of management within the public sector, would increase the effectiveness and efficiency in business, the current state of water supply could be improved. Increasing effectiveness and efficiency would lead to a more rational use of resources, which would have a positive impact on the development of public infrastructure and the achievement of sustainable business goals. In order to solve the problem of the sustainability of water resources, it is necessary to analyze the extent to which the UN sustainable development goals are fulfilled in water supply systems and how the optimization of the public water supply system can affect the sustainability of water resources for future generations. The Republic of Croatia has clearly defined legal provisions related to the management of water resources, as well as a developed water management strategy. However, since the management of water resources in the Republic of Croatia is the responsibility of Hrvatske vode, a legal entity for water management, and water supply systems are the responsibility of local or regional self-governments, the water management strategy is not implemented equally by all water supply companies, which confirms the absence of unification in the formation business reports, as well as the fact that reporting on the state of water supply systems is not legally mandatory. In order to optimize water supply systems, the paper proposed a model that includes internal and external factors and thorough changes that would lead to the establishment of a sustainable business concept in the management of water supply systems.
