Amendments to legal regulations are frequent in the legal system of the Republic of Croatia. They are approached for different reasons. In the legal literature, one of the reasons for making amendments is cited as the weak qualification of the editors of legal regulations. In order to draft a high-quality regulation, it is extremely important to know certain rules and principles on drafting the text of the regulation. The aforementioned rules and principles are studied by the science of creating legal regulations, which is called nomotechnics. The Republic of Croatia has already recognized the importance of nomotechnics, but in order to create a quality regulation and reduce the number of amendments to it, it is important to systematically invest in the development of nomotechnics, which appears as the youngest legal science in the domestic legal system. In addition to the various reasons why certain regulations are changed, there are also certain ways in which this can be done. In order to access the amendments, it is first necessary to become familiar with the structure of regulations and the hierarchy of legal regulations in the Republic of Croatia. When amending legal regulations, there are certain rules which are accessed when encroaching on the text of regulations. The rules are universal regardless of the type of legal regulation and its maker.
