Public administration is aimed at providing necessary public services to citizens in order to meet all their demands, complaints and fundamental human rights. It employs civil servants who perform administrative and professional work in accordance with the Constitution and other legislation. Depending on the public administration institution, executives have the role of managers whose duty is to coordinate the work of civil servants in the public administration institution. The concept of public management which focuses on public sector operations and management has been developed in recent times in order to improve the services provided by the public administration to all citizens. Innovation management is a part of management which emphasizes the improvement of existing or the introduction of new products or services. It is primarily aimed at pre-market research and at defining the needs and requirements of potential service users or product buyers. Since public administration development is necessary, the application of innovation management in public sector operations can be a significant contributing factor to the faster development of the public administration.
