Abstract
Cilj ovog rada je predstaviti modernu kinesku sigurnosnu politiku, odnosno sigurnosnu politiku od početka mandata trenutnog kineskog predsjednika Xi Jinpinga koji je počeo 2013. U tu svrhu prvo će biti ukratko opisan povijesni razvoj kineske države s naglaskom na posljednjih 80 godina, odnosno s naglaskom na Narodnu Republiku Kinu. U ovom poglavlju bit će navedeni prethodnici predsjednika Xi Jinpinga te njihove politike i modusi upravljanja državom. U narednom poglavlju bit će opisani strateški resursi s kojima Kina raspolaže, odnosno resursi koji su temelj kineske nacionalne moći i koje Kina primarno želi zaštititi. U četvrtom poglavlju bit će opisano unutarnje uređenje države, nužno za shvaćanje mehanizama unutarnje sigurnosti. Navedeni će biti najvažniji akteri i institucije koje utječu na krojenje unutarnje politike. Netradicionalni sigurnosni izazovi poput terorizma i cyber prijetnji, sve relevantnijih u današnjoj sigurnosnoj klimi, bit će opisani u petom poglavlju. U naredna dva poglavlja bit će opisan utjecaj vanjske politike na formiranje sigurnosne politike i geopolitika Kine. Poseban naglasak bit će stavljen na inicijativu BRI kao najvažnijem projektu vlade predsjednika Xi Jinpinga te pripadajuće prilike i izazovi koji proizlaze iz ove inicijative. Sinteza rada i autorovi zaključci bit će predstavljeni u zaključku.
Abstract (english)
The aim of this thesis paper is to introduce modern chinese security policies, or rather the security policy under current president Xi Jinping, who came into office in 2013. Brief history of China will be describen first, with special attention given to modern Chinese state, the People's Republic of China, and its history. This chapter shall introduce the head of state that came before Xi Jinping and their policies. Strategic resources, which are every state's source of power and are the most important thing security policies aim to protect, shall be described next. Fourth chapter shall concern the state organization which is key to understanding the matters which concern internal security. The most important organisations and actors shall be described here. Nontraditional security concerns such as terrorism and cyber security shall be explored in the next chapter. The following two chapters shall describe the geopolitics of China as well as its foreign policies. BRI initiative as the most important aspect of president Xi's foreign policiy shall aslo be described here, as well as associated security opportunities and risks. In the final chapter the author's opinions shall be presented.
