Abstract
Ovaj završni rad se bazira na poslovanju Odsjeka Financijski i računovodstveni poslovi u Nacionalnoj i sveučilišnoj knjižnici u Zagrebu. Kako bi se što bolje shvatila problematika rada, najprije je definirana sama Nacionalna knjižnica kao javna ustanova, utvrđene su njezine zadaće te unutarnji ustroj. Kao proračunski korisnik većinu prihoda ostvaruje upravo iz državnog proračuna, dok se znatno manjim dijelom financira i vlastitim prihodima, te donacijama, darovima, sponzorstvima i drugim prihodima u skladu sa Zakonom o knjižnicama. U okviru Odsjeka Financijski i računovodstveni poslovi djeluje i Ured za javnu nabavu i oni usko surađuju u obavljanju financijskog poslovanja knjižnice. Opisane su procedure donošenja Financijskog plana i Plana javne nabave koje su popraćene adekvatnim prilozima. Prikazana je i kompleksna procedura zaprimanja, obrade i plaćanja ulaznih računa koje odobrava Glavna ravnateljica svojim potpisom. Zadnji korak u financijskom poslovanju je donošenje Financijskog izvješća.
Abstract (english)
This work is based on the operations of the Financial and accounting department affairs at the National and University Library in Zagreb. In order to better understand the problems of labor, first we defined the National Library as a public institution, we established its tasks and its internal organization. As a budget user the majority of its revenues is from the state budget, while the much smaller part is financed by its own revenues and donations, gifts, sponsorships and other income in accordance with the Law on Libraries. Public Procurement Office acts as a part of the Financial and accounting department and they cooperate closely in the performance of financial operations of the library. Procedure of adopting the Financial Plan and the Plan of public procurement are also described with adequate enclosures. It is shown complex procedure of receiving, processing and payment of incoming bills which is approved by General Director's signature. The final step in the financial operations is the adoption of the Financial Statement.
