Abstract
Tema ovog diplomskog rada je uloga računovodstvene funkcije u javnoj upravi. Polazište rada je na pravnoj regulaciji računovodstvene funkcije u javnoj upravi i načelima koji su karakteristični za računovodstvo javne uprave. U radu su definirani karakteristični pojmovi i obilježja te objašnjen ustroj javne uprave, na koji djeluje računovodstvena funkcija. U daljnjem dijelu diplomskog rada objašnjene su proračunske klasifikacije i računovodstveni plan te prikazan po osnovnim razredima. Podrobnije su objašnjene značenje i funkcije računovodstva u javnoj upravi te su raščlanjene na bitne elemente proračuna, s obzirom na funkcije koje obavlja. U zasebnom poglavlju objašnjeni su financijski izvještaji sa svojom važnom ulogom. Na samom kraju rada je ukratko spomenuto gdje bi se reforme trebale provesti na području računovodstva javne uprave i zašto.
Abstract (english)
The themes of this work is the role of accounting functions in the public administration. At the beginning of this work is on legal regulation accounting functions in the public administration and principless which are characteristic for accounting of public administration. In work are defined characteristics terms and characteristics and explained the structure of public administration. In the following part of this work are explained budgetary classification and the accounting plan and presented in elementary grades. The meaning and function of accounting in public administration are explained, these are broken down to the essential elements of the budget with respect to the functions performed. In a separate chapter are explained financial statements with their important functions. At the end of the work is briefly mentioned where the reforms should be carried out in the accounting field of public administrations and why
